WINDSOR, Va. Nearly two weeks after a viral, controversial video of a soldier s traffic stop, the Windsor police chief offered suggestions to better evaluate and equip his department.
Police Chief Rodney Riddle outlined those action items for Windsor Town councilmembers Tuesday.

Attorneys for a Black Army officer whom police can be heard threatening during a traffic stop in Virginia have criticized what they called cutting-corner policing.
Windsor police on Tuesday fired Officer Joe Gutierrez, who was initially disciplined after an internal review of the incident in December concluded in January.
Police Chief Rodney Riddle addressed the incident publicly for the first time Wednesday, saying Gutierrez was fired after the video of the traffic stop went viral this week. ....

WINDSOR, Va. (WWBT) - Windsor’s police chief explained the decision to fire a police officer four months after pepper-spraying an Army officer in a video that went viral over the weekend.
The chief says Officer Joe Gutierrez was not fired for his actions, but rather for the video itself.
Windsor Police Chief Rodney Riddle says former Officer Joe Gutierrez was disciplined in January after an investigation into the traffic stop but says once the infamous video became public, he lost faith that Gutierrez could continue on the seven-person force. ....

Police chief says outrage over viral video between officer and black Army lieutenant led to officer's firing


Gutierrez was fired Sunday, months after the investigation had been completed.
“As this thing kind of gathered legs and became viral, I personally felt there was no way he could continue to serve our community,” Riddle said, according to the
Officers initiated a traffic stop on the evening of Dec. 5, 2020, alleging that Nazario didn’t have a rear license plate affixed to his vehicle, though he had temporary tags, according to the legal filing, but didn’t pull over immediately. Instead, he drove an additional one minute and 40 seconds until he pulled into a well-lit BP gas station.
Both officers, once Nazario had pulled over, exited their vehicles and immediately trained their firearms on Lt. Nazario and subsequently threatened to murder him, according to the filing. ....
