Henry Foster III was sworn into the San Diego City Council Monday afternoon, marking the end to the reshuffling in city hall following Nathan Fletcher's resignation from the Board of Supervisors amid allegations of sexual misconduct.
The seat, which represents south and east San Diego neighborhoods such as Encanto, Lincoln Park, Skyline and Paradise Hills, has been vacant since Montgomery Steppe was elected to the Board of Supervisors.
