gbacon@observertoday.com CHAUTAUQUA Chautauqua town officials are moving ahead with a plan to establish town constables, in part to ensure protection at Chautauqua Institution. During the Chautauqua Town Board meeting Monday, the board appointed Angelo Guiffre as a town constable. He was recently hired by Chautauqua Institution. Before the vote, Supervisor Don Emhardt noted that he had been in touch with the state Department of Justice to establish constables. “We have to make them part-time employees but we don’t have to pay them,” he said. “The only time we would pay a constable is if we had them up here doing court security or something like that. The rest of the time they would be on Chautauqua Institution’s payroll.”
