There was little sign of official help here, just villagers doing their best to rescue each other with fragile ropes. In a country used to devastating storms, this took many by surprise. The authorities said too many people had ignored warnings to leave coastal areas and river banks. Many of the casualties were on the main southern island, mindanao.
