布林肯在声明中写道：“今年7月9日，我们向2015年7月9日被中华人民共和国（PRC）当局不公正拘留、审讯和监禁的三百多名律师和人权捍卫者致敬，这就是所谓的‘709 镇压’。”
“中国（中共）政府针对这些人发起了一场运动，对那些寻求在中国法律体系内工作，以帮助中国履行其人权义务和承诺，并对其社会产生积极影响的人进行恐吓和压制。”他说。
“六年后，（中共）政府继续对许志永和丁家喜等许多最初被捕的人进行审前拘留。当一些人站出来代表这些勇敢的人权捍卫者时，中国（中共）当局取消了他们的律师资格，并拘留和起诉他们，其中包括李昱函和余文生律师。”布林肯接着表示。
他写道：“我们呼吁中华人民共和国释放因709镇压而被拘留或监禁的人，确保他们的家人不受骚扰，并恢复他们被取消的律师执照。”
