　　2017年负责隐私权问题的报告员约瑟夫･卡纳塔西(Joseph Cannataci)对写进合谋罪主旨的修改版《有组织犯罪处罚法》提出批评，同样引起日本政府的强烈不满，甚至通过了“认为这并非联合国而是个人见解”的内阁会议决定。
　　中京大学教授小坂田裕子(国际人权法)指出：“独立于国家的特别报告员的存在对于避免提出人权问题的程序政治化和确保公平性十分重要。有必要诚实应对访日要求。”

　　据报道，国内流离失所者人权状况报告员塞西莉亚(Cecilia Jimenez-Damary)从2018年8月起，为调查核事故疏散人员的生活状况，曾3次要求访日，但均未得到答复。塞西莉亚表示：“理解因新冠疫情等而难以实现，但我希望走访调查疏散人员并与日本政府对话。”
