Solon prefers ex-CJ Puno's 'hybrid' setup in con-con bill

Cavite Representative Elpidio Barzaga Jr.(File photo) MANILA -Cavite Representative Elpidio Barzaga Jr. on Thursday urged that the constitutional convention (con-con) to be composed of a combination of delegates elected by the public and experts who are appointed and vetted by Malacanang and Congress. The Cavite solon took the idea from the earlier proposal of former Supreme Court Chief Justice Reynato Puno suggesting for a "hybrid" con-con with delegates not exclusively limited to those elected by the public. Barzaga proposed to the House Committee on Constitutional amendments to initially anchor its substitute bill on Charter change on this "hybrid model" of con-con espoused by the retired chief magistrate. "While acknowledging that electing delegates to a Con-con remains the best mode to amend the Constitution, Puno does not want Congress to take the traditional route where all the delegates are directly elected by the people," he said. The House committee on natural resources approved Wednesday the still unnumbered substitute bill of the measure seeking to declare a portion of the Philippine Rise as a protected area, with the category of marine resource reserve, under the National Integrated Protected Areas System (NIPAS).
House Bill 36 or the Philippine Rise Marine Resource Reserve (PRMRR) Act was authored by Muntinlupa Representative Ruffy Biazon.
The bill aims to protect portions of the Philippine Rise region, namely the Benham Bank and its surrounding waters, through sustainable and participatory management, taking into consideration all applicable laws and international conventions to which the Philippines is a signatory. ....

Solon files bill seeking mandatory COVID-19 vaccination in PH

Cavite Representative Elpidio Barzaga, Jr. has filed a bill seeking to amend the COVID-19 Vaccination Program Act of 2021 and make the government’s inoculation program against the coronavirus disease mandatory for individuals as “may be determined” by the Department of Health (DOH).

In filing House Bill No. 9252, Barzaga said a mass COVID-19 vaccination program can only be successfully achieved by “enacting a legislation to mandate and promote COVID-19 vaccination, address vaccine hesitancy and instill public confidence in the personal, family and community benefits of immunization.”
“It will be tragic if we have safe and effective vaccines available but people refuse to take them,” Barzaga said in the explanatory note of the bill. ....
