the project, not impacting it above grade but below grade. putting a policy decision on the zoning administrator would make these decisions very challenging. we haven t engaged in that on this case, but just think about this. we have a public benefit zoning project which provides three major public benefits. i think we re over $100 a square foot in impact fees. even this decision, if we were to put it before the zoning administrator, is not an easy decision as to what is more significant. and maybe it does make sense that the board of supervisors should pass more specific guidelines in the planning code, but we are where we are today. to speak to the issue of alexandria s intent in this process, we entitled a project with the private tennis facility. it was at significant cost. the structural requirements were such that we needed to modify the size of the largest tower on this site in order to provide the structural support and the space separation for these tennis clubs. ale
