A legislative proposal that would make it easier for victims of domestic violence to apply for a temporary restraining order has come under fire from Louisiana s powerful gun lobby though its proponents aren t exactly sure why.
House Bill 55 from New Orleans Democratic Rep. Aimee Adatto Freeman would remove the requirement that an application for a temporary restraining order include a notarized affidavit. Instead, it would allow applicants to provide a written affirmation, signed by a witness, that the facts included in the petition are true. ....

River pilots at center of debate at Louisiana Capitol


BATON ROUGE The petrochemical industry has long battled with the river pilots who help steer ships up and down the Mississippi River, mostly over the large fees the pilots charge industrial firms for their services.
Most of the skirmishing has played out in obscure regulatory meetings, with occasional faceoffs in court. Now, for the first time in years, the battle will move to the Louisiana Legislature.
House Bill 650 pushed by the chemical and energy industries and sponsored by Rep. Thomas Pressly, R- Shreveport, would make sweeping changes to the regulatory boards and rules for pilots. It would add industry members to their oversight panel and require the notoriously nepotistic groups to make an annual report of pilots, including a list of how many are related to other pilots or public officials. The bill was scheduled for a committee hearing Monday. ....

Lawmakers plan $1,000 teacher pay raise
Louisiana lawmakers intend to give K-12 public school teachers a $1,000 pay raise next year, more than double the amount proposed by Gov. John Bel Edwards, the leader of the Senate Education Committee said Thursday.
Sen. Cleo Fields, a Baton Rouge Democrat, said legislative leaders plan to include that salary hike in next year s budget, along with a $500 increase for support staff such as cafeteria workers and bus drivers. Louisiana remains well behind the Southern average for its education salaries.
Fields said the agreement was reached with Senate President Page Cortez and House Speaker Clay Schexnayder, along with the heads of the House and Senate budget committees, all Republicans. Edwards had proposed $400 teacher raises and $200 for support workers, though the Democratic governor had said he hoped that could be increased if more mo ....

A measure headed to the House directs the governing authorities in New Orleans and four suburban parishes to devise a plan to pay off the state s share of the $14.5 billion post-Katrina hurricane levee system.
The resolution, sponsored by Rep. Jerome Zee Zeringue, R- Houma, asks officials in Jefferson, Orleans, Plaquemines, St. Bernard and St. Charles parishes to report back to the Legislature with a plan by Dec. 1. That takes a softer approach than another proposal which would up the region s sales tax without seeking input from local residents. ....

Gov. John Bel Edwards indicated that he will use his veto pen to strike down a bill that would remove the requirement that gun owners have a permit to carry concealed firearms, if the proposal reaches his desk.
