After two years of implementation, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) has created some positive initial impacts, especially in new markets, but benefits for Vietnam from remain modest.
Nguyen Cam Trang, deputy director of the Agency of Foreign Trade under the Ministry of Industry and Trade, said that the growth rate of exports to CPTPP markets was 7.2 per cent lower than the 8.4 per cent growth rate of exports worldwide in the same period.

VOV.VN - Two years after coming into force, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) has had initial positive influence on Vietnamese exports at a time when most CPTPP partners have been reducing imports due to the impact of the COVID-19 pandemic, according to insiders.
Vietnam s footwear products enjoy comparative advantages in the CPTPP market
Statistics indicate that Vietnamese exports to CPTPP partners throughout last year recorded an average of 7.2% growth in comparison to 2018’s figures, while imports enjoyed a slight increase of 0.7%.
Most notably, the country’s exports to emerging markets within the CPTPP recorded impressive growth of between 26% and 36%. ....

Many sugar mills have had to shut down because they cannot compete with imports.
After ATIGA (ASEAN Trade in Goods Agreement) took effect, the tariff on sugar imports to Vietnam was slashed from 85 percent to 5 percent. As a result, while domestic output was in excess, Vietnam still had a trade deficit of 884,285 tons of sugar a year.
In the 2019-2020 crop, the sugarcane growing area decreased by another 15-20 percent, which raised concern about material shortages for sugar mills. ....
