Gov. Newsom attends reopening of Highway 1 in Big Sur

Gov. Gavin Newsom was in Big Sur on Friday as Caltrans reopened Highway 1 near Rat Creek. Caltrans is reopening the road two months ahead of schedule. The highway closed in January as mudslides washed away 150 feet of the roadway due to debris flow from the Dolan Fire burn scar. Newsom was joined by Caltrans Director Toks Omishakin, Congressman Jimmy Panetta, Assemblymember Robert Rivas and others.Debris FlowThe road failure at Rat Creek was a result of 17 inches of rain coming down on the Dolan Fire burn scar in the span of three days this winter. The debris flow caused water to pool and cut under the existing roadway, eroding a 150-foot hole in the mountain.Caltrans repaired the chasm using engineered fill rather than building a bridge.Each layer of fill was tamped down to make sure it could withstand the weight of the highway. Coastal News Today | CA - Big Sur: Highway 1 to reopen at Rat Creek this summer after $11.5 million repair

“The repairs for Highway 1 at Rat Creek include improvements that can prevent similar damage from future debris flows,” said Caltrans District 5 Director Tim Gubbins in a press release. “We look forward to swiftly making these repairs so that all travelers will have a safe and resilient stretch of highway.”
After assessing the damage, removing debris and making minor repairs, the roadway will be reconnected at Rat Creek with an enhanced fill option. Caltrans will fill the canyon with dirt in a large v-shape and construct a new road on top of the fill.
The repairs will cost an estimated $11.5 million, including $5 million in ongoing emergency repairs north of Rat Creek. The contractor for the project is Papich Construction of Arroyo Grande. ....

Caltrans is estimating it can reopen Highway 1 and reconnect Southern California with Big Sur and points beyond by early summer.
The highway
closed Jan. 28 after a 150-foot section at Rat Creek was washed out by heavy rains that caused debris flow at the creek in Monterey County.

In a news release Thursday, Caltrans Director Toks Omishakin said, “We’re focused on restoring travel on this section by early summer.” The repair cost is estimated at $11.5 million, involving “the manipulation of tens of thousands of cubic yards of material.” ....
