GENERAL ASSEMBLY OKs $52.4B BUDGET: Danielle Gaines of Maryland Matters reports that the Maryland General Assembly gave final approval Friday to a $52.4 billion budget that House Appropriations Chairwoman Maggie L. McIntosh (D-Baltimore City) said is worthy of a moniker: “I call this The Recovery Act,” she said.
Only in 2021, perhaps, could approval of a massive state budget fattened by federal aid to help struggling businesses and families go by with barely a remark in the General Assembly. “It’s been like ‘small ball’ this year to pass the budget,” Senate President Bill Ferguson said as his chamber voted Friday to put the finishing touches on the $52 billion spending plan, up from a $49 billion proposal made in January, Pamela Wood and Bryn Stole report in the Sun. ....

HOUSE OF DELEGATES PASSES POLICE REFORM: The House of Delegates passed sweeping police reform legislation Thursday evening, Bryn Stole reports for the Sun. Some of it is similar to what the Senate passed by wide margins, setting the stage for negotiations between the chambers over the details of how law enforcement officers are trained, investigated and disciplined.
The debate over the ominbus policing bill revealed the different realities of policymakers weighing how to hold police officers accountable, with one lawmaker saying she worries about her own son being treated differently because he is black, Ovetta Wiggins reports for the Post. ....

HOGAN ANNOUNCES EQUITY PLAN, BALTIMORE CITY MAYOR DEFENDS CITY EFFORTS: Gov. Larry Hogan said Thursday that the state has launched a concerted first in the nation “equity operations plan” aimed at increasing access to coronavirus vaccines in Maryland’s most vulnerable communities, Bryan Renbaum reports for Maryland Reporter.
The plan, which largely relies on churches and community groups requesting clinics in their neighborhoods, is intended to be a way to improve the pace of getting coronavirus vaccine shots into the arms of Marylanders who are not white, Pamela Wood and Hallie Miller report for the Sun. ....

REPUBLICANS REVIVE VIOLENT CRIME PACKAGE: House and Senate Republican leaders unveiled a series of bills Wednesday aimed at addressing violent crime in the state, Bryan Renbaum reports for Maryland Reporter. The proposals include measures that would increase penalties for those who use a firearm during the commission of a crime, classify the theft of a firearm as a felony, increase the amount of jail time that prisoners must serve before they are eligible for parole, and establish a special unit within the Office of Attorney General to prosecute violent crimes in Baltimore City. ....
