Since last year, the state has seen seven of the 12 largest insurance companies by market share pause or restrict new policies driving homeowners who need insurance to purchase policies from the California Fair Access to Insurance Requirements (FAIR) Plan, a program Amy Bach, UP’s Executive Director, described in a press release as the “state’s insurer of last resort.”
