Debts. it is congress that passes the budgetskur incurs the debt. the president can do that. if congress wants to, they can do a resolution of disapproval to stop the presidential action. basically, it is a simple thing. the president looks at what congress has done, the budgets that they put on the president s desk, raises the debt ceiling to cover congressional actions. if congress doesn t like the president s move, congress does a resolution of disapproval. it worked in 2011. it was a republican idea. if we did it and made it part of our kind of ongoing process, we would avoid these brinksmanship games that pop up every couple years and scare everyone. listening to that description, and we all recall it, 2011, seems today, as you talk about it, an entirely different era. seems like a century ago in american politics. it does. what do we do now, senator kaine, in regards to the deficit and the bill and everything like ....

Economists say it would be catastrophic. but some republicans say it would be no big deal. listen to this. i don t think the credit of the eyewitness is going to be collapsed. i think that all this talk about a default has been a lot of demagoguery. false demagoguery. you d have a balanced budget. it doesn t mean you wouldn t pay your bills. anyone that uses the word default is being disingenuous. this talk of default by the u.s. treasury is nonsense. what s scary to me is not the pending catastrophe, that is very frightening. but that they act as though it s no big thing which means to me they won t even let caution guide them while they re playing these brinksmanship games. it s profoundly depressing that people who want to play politics with something called a debt ceiling do not understand ....

fair enough, but the process in washington over continuing to fund the government or raising the debt ceiling is necessarily a process that has to be engaged in. i guess what i m asking is, is the president, unlike what he s done before signaling, he will go to the brink this time in order to stop cuts that he thinks will harm the economy? what the president did this week is he sent a very clear message that washington has to stop playing these brinksmanship games. it s not about who wins and who loses but this report, mr. secretary, indicates indeed the white house is setting itself on a position to go to the brink, in order to force republicans what we have said is congress needs to get its work done and needs to fund the kinds of things the american middle class need, and we need to get the debt limit extended in a way that doesn t create a crisis. that is what every congress needs to do, and congress needs to do it when it gets back in september. the president will go ....
