The EU wants a carbon tax on imports – but would it be the climate solution officials expect?

At issue is what’s known as a border adjustment carbon tax.
The tax is designed to level the playing field for European companies by holding imports responsible for their greenhouse gas emissions the same way domestically produced products are. But carbon border taxes have economic, legal and environmental ramifications. John Kerry, the U.S. special climate envoy, met with EU officials about it in March and later told reporters that an EU carbon border tax should be a “last resort.”
A question that economists like myself are asking is whether a carbon border tax would even be effective as a tool to slow climate change. ....

Feds Consider Carbon Border Tax on Foreign Imports

Officials with the United States Trade Representative Office (USTR) say they are considering a carbon border tax on foreign imports to help reduce greenhouse gas emissions.
In a detailed report, USTR officials noted that they may impose a carbon border tax which would work similarly to a border adjustment tax that would tax imported goods to the U.S. for every unit of carbon production used in producing those goods.
The report states:
The Biden Administration will work with allies and partners that are committed to fighting climate change. This will include exploring and developing market and regulatory approaches to address greenhouse gas emissions in the global trading system. ....
