Are Tobin Rote, Billy Howton Hall of Fame worthy?

I was reading Tobin Rote s biography. Although he played mostly on some poor Packers teams, his statistics, rushing and passing during the 1950s, is unmatched. He also relieved an injured Bobby Layne and won Detroit s last championship. He did pretty well in the Canadian Football League and also won an AFL championship with the San Diego Chargers. So I was wondering why he is not in the Pro Football Hall of Fame? Did Tobin ever get any mention or votes?
Fascinating question. I can tell you this: Rote, who played for the Packers from 1950-56, was never a finalist. My list goes back to 1970, when I believe the voting process changed, and Rote last played for Denver in 1966, so he wouldn t have been eligible prior to that. ....

Polish culture has been steadily influencing life here since the first major wave of Polish immigrants arrived in the late 1800s, drawn by opportunities to secure jobs building railroads and roadways. By the 1900s, the growth of Detroit’s booming auto industry particularly the 1910 opening of a Dodge Brothers automobile plant in Hamtramck drew even more Poles to the region. By the 1920s, about 66 percent of Hamtramck residents were Polish-born. A second heavily populated Polish neighborhood, Poletown East, bordered Hamtramck. ....

Dealing with misfortune in pursuit of an NFL championship isn t something new to the Green Bay Packers. They ve experienced it and overcome it several times in the process of winning their league-record 13 titles.
In fact, in 1961, when the Packers won their first NFL championship under Vince Lombardi and their seventh overall, they experienced a similar setback to what they re dealing with today, following the loss of David Bakhtiari. The differences were that they lost Jerry Kramer earlier in the 1961 season; no one offensive line position, like left tackle today, was viewed as more important than the others; and Bakhtiari was actually the second starting offensive lineman the Packers lost this season.
