Texas Lt. Governor Calls for Reversal of $16 Billion Blackout Overcharges

Texas Lt. Gov. Dan Patrick called on the state’s grid operator and regulator to reverse $16 billion in electric overcharges that an independent market monitor said resulted from last month’s blackouts.
The push by Texas’s second-most-powerful state elected official comes after the chairman of the Public Utility Commission of Texas said he wasn’t inclined to go back and reprice electricity markets, comparing that challenge to unscrambling eggs.
“Correcting this $16 billion error will require an adjustment, but it is the right thing to do,” said Mr. Patrick, a Republican. “It will ultimately benefit consumers and is one important step we can take now to begin to fix what went wrong in the storm.” ....

Temperature-Tracking Tools Take Center Stage in Covid-19 Vaccine Rollout

When several trays of the fragile Covid-19 vaccine shipped out last week were found to have fallen outside the specified temperature range, the incident put a spotlight on the increasingly sophisticated tracking devices that buttress the immunization effort.
Drugmakers and transportation companies are using an array of sensors, probes and heat-sensitive labels that track the thermal conditions inside shipments, recording small deviations to identify whether the precious cargo may have spoiled on the way.
“These Covid-19 vaccines were the fastest to develop but will be the hardest to deploy,” said Joe Battoe, chief executive of Varcode Ltd., which makes scannable tags with bar codes that follow changes in conditions in transport containers based on time and temperature. ....
