The closure coincided with a strike action by ASUU, whose members went on strike in protest against the non-implementation of the memorandum of understanding signed with the government for the revitalisation of the system. Although the government lifted the national lockdown last August, public universities remained shut until late December when the Academic Staff Union of Universities (ASUU) suspended its industrial action.
