Initial jobless claims rise again in Ohio
Initial jobless claims in Ohio continue to rise.
The Ohio Department of Job and Family Services reported that 37,309 people filed unemployment claims from Jan. 3 to Jan. 9, an increase of 7,600 from the 29,709 initial filings from Dec. 27 to Jan. 2. Over the past 43 weeks, ODJFS said 2.14 million claims have been filed statewide, more than the combined total during the past five years.
Ohioans filed 278,026 continued jobless claims last week, up from 274,460 filed the previous week. Continued claims represent unemployment filings submitted subsequent an initial claim and includes both traditional unemployment claims and claims for extended benefits. ....

Eleventh Circuit SBA Can Deny PPP Loans to Debtors in Bankruptcy

The Eleventh Circuit recently affirmed the U.S. Small Business Administration’s (“SBA”) rule that makes bankruptcy debtors ineligible for a Payment Protection Program (“PPP”) loan under the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”).  In its comprehensive opinion, the Eleventh Circuit determined that the SBA’s rule is not an unreasonable interpretation of the CARES Act and is not arbitrary and capricious.
1  The Eleventh Circuit joins the Fifth Circuit, which similarly held in June 2020 that a bankruptcy court exceeded its authority when it required the SBA to make a PPP loan available to a debtor in bankruptcy. ....

Congress passed a wide-ranging COVID-19 relief package on December 22, 2020, that provides over $900 billion in aid to individuals and businesses. President Trump has now signed the relief bill, called the
Bipartisan-Bicameral Omnibus COVID Relief Deal, into law. The law addresses four areas of importance to franchising: the Families First Coronavirus Response Act (FFCRA), the Paycheck Protection Program (PPP), the Economic Injury Disaster Loan (EIDL) program and SBA Emergency Grants for shuttered live venue operators or promoters.
