VA restarts on-ramp for $25B services vehicle -- Washington Technology

The Veterans Affairs Department has restarted the on-ramp process for a potential $25 billion professional services contract vehicle first awarded nearly two years ago.
Service-disabled, veteran-owned small businesses who missed the cut can now officially get to work on their proposals for the Veteran Enterprise Contracting for Transformation and Operational Readiness contract.
Bids to gain a seat on the potential 10-year VECTOR program through this on-ramp are due no later than 1 p.m. Eastern on March 1, the VA said Monday in a Beta.Sam.Gov notice.
This is not for every single portion of the vehicle however. In a LinkedIn post on the opportunity, Red Team Consulting points out that only three groups are covered under the on-ramp. ....

WASHINGTON The U.S. Army is tapping industry for drones that can deliver supplies to infantry brigade combat teams in the field, according to a request for information posted to the federal contracting website Beta.Sam.Gov on Jan. 13.

Navy reopens $50B professional services vehicle for bids -- Washington Technology

The Navy is lifting the gate on its massive $50 billion SeaPort Next Generation professional services contract vehicle for companies to take a second shot at winning a position.
In a new solicitation released Monday, the Navy gives contractors a due date of Feb. 12 for their bids to gain the right to compete for task orders. The Beta.Sam.Gov website gives the notice identification number of N0017821R7000.
The Navy made a total of 1,870 awards in December 2018 with only 24 bids rejected. SeaPort NxG has a five-year base period and a five-year option.
Like in the original round, the Navy will not evaluate price in this rolling admission phase of the contract as pricing competition takes place at the task order level for SeaPort NxG. ....

The OMFV competition has foreign industry jumping to join in with new and modernized platforms, and the Army appears to be ditching much of the restrictions that would typically keep them out.
Rheinmetall has already partnered with American firms Raytheon and Textron to solidify its participation in the competition, but many other companies are poised to submit bids to design concepts. ....
