On May 5-6, 2021, officials of Turkey and Egypt held a two-day meeting in Cairo. The meeting was chaired by Hamdi Loza, Egypt’s Deputy Foreign Minister, and his Turkish counterpart Sedat Onal. This was the first diplomatic level talk between the two countries in eight years.
In a joint statement, the two countries said that the exploratory round of consultations between Turkey and Egypt were frank and in-depth. They addressed bilateral issues as well as a number of regional issues, in particular the situation in Libya, Syria, Iraq, and the need to achieve peace and security in the Eastern Mediterranean region. “The two sides will evaluate the outcome of this round of consultations and agree on the next steps,” the statement said. ....

Libya has been roiled by division and conflict, since the overthrow of former dictator, Muammar Gaddafi, in 2011. The internationally-backed Government of National Accord (GNA) and Haftar’s self-described Libyan National Army (LNA) militias are the two major warring factions in Libya. Based in the capital city of Tripoli, the GNA is led by Prime Minister Fayez al-Serraj and controls parts of the country’s west.
The Benghazi-based Libya National Army (LNA), a force of some twenty-five thousand fighters, is led by Khalifa Haftar, a former General. Turkey joined the Libyan war officially in January 2020. On January 2, 2020, Turkish Parliament passes a bill that approved a one-year mandate to deploy troops in support of the Libyan Prime Minister Fayez al-Serraj led recognised Government of GNA. ....
