fatwa (religious edict) declaring Hizbut Tahrir Malaysia (HTM) as
haram (illegal).[1] The state police opened investigations into the group for allegedly causing public mischief and inciting racial disharmony with the police threatening the use of counter-terrorism laws if they “crossed the line of security.”[2] HTM has not been banned at the federal level but has been declared illegal in five states namely Selangor, Kuala Lumpur, Negeri Sembilan, Sabah and Johor.
