Alexandria, virginia. luke russert is there for us tonight. and luke, what s it like there? reporter: well, brian, right outside our nation s capital, irene is making herself heard. high winds and torrential rains which have been pouring for about the last nine hours. and of course, residents are hunkering down and brace for the worst, told to expect to lose power some time later tonight as well as possibly flooding in the central part of alexandria, virginia. now, the commonwealth of virginia as well as the district of columbia are in a state of emergency. the national guard is being told to stand at the ready in case local officials need their help. that is a situation here and the real issue, brian, is the water. as you mentioned, these low-lying areas around the potomac river, the storm surge is coming up through the chesapeake bay. seeing the potomac river, high tide is slated to come around 8:00 p.m. tonight. we spoke to the mayor of alexandria. he thinks it s a real possibilit ....
Say, there is minimal. it s nice to be able to talk about this in the rearview mirror, at least somewhere. ron mott is here with us in new york. battery park, at the southern tip of lower manhattan, where a lot of new yorkers don t know if they should believe these projections of a storm surge coming up and over on the sidewalks and infiltrating the city. ron? reporter: hey, there, brian. as you know, this is a city that thrives on hustle and bustle. well, all it takes is a quick glance around tonight to see that the pace is decidedly different. and for a lot of folks, that alone is cause for concern. though not exactly asleep, new york city is an anxious slumber. fifth avenue window shopping shuttered. on broadway, the show won t go on. the next arriving brooklyn mile a train will be the last reporter: subway platforms deserted. grocery stores running off customers to bar their doors. yeah, we re wiclosed. we re closed. just a little surprised and, i don t know, bewilder ....
Tonight until 8:00 tomorrow morning asking no one to go out on the streets, from 11:00 tonight until 6:00 in the morning. we ve seen a lot of cars. we hope many of them will stay off the roads tonight and we ll be heading into shelter in just a couple of minutes. that s a good idea. just approaching the velocity where standing up becomes impossible, around 70 miles an hour. let s do that. and thanks for that report. also in the teeth of this for the last hour or so, the resort city of ocean city, maryland. nbc s tom costello has been there, covering for us. tom, good evening. reporter: brian, hi. we ve had sustained winds averaging 35 miles per hour or so on the delmarva peninsula, gusts up to 40. behind me, look at that atlantic ocean churn. by some estimates, we re looking at 20 to 25 feet before you get to the white caps, and literally, about two hours ago, i was 50 yards out. so that has literally encroached all the way up to the sand dune. we re talking also about 200,000 peop ....
Entire transit system halted. the first systemwide shutdown in its history and the impact is staggering. a 24/7 operation, dozens of ferries, thousands of buses, 840 miles of rail out of service, leaving half the city, 4 million new yorkers without cars, essentially stranded. evacuation orders have forced 370,000 to find shelter elsewhere. i think it s going to be pretty bad. reporter: and pretty bad sums up travel at new york s three major airports. nearly 1,000 flights grounded today. this north carolina woman s cruise to canada is over, but the saga to get back home has only just begun. we re just going to have no choice. we have to stay here until monday morning. we ve got tickets out on monday morning. so hopefully we ll still have jobs when we go back. reporter: this part of the city is under a mandatory evacuation order tonight. brian, you can see the tide is rising, high tide at 8:00 p.m. eastern. a lot of the folks who live in this area are headed to friends and family ....
