Gov. Glenn Youngkin on Wednesday ceremonially signed a bill establishing a notification program for missing children named after a Hampton boy reported missing more than two years ago.
The march, which will serve to memorialize anyone who died prematurely as a result of violence, will take place at 7:57 p.m. March 26 at the Oceanfront boardwalk in Virginia Beach.
Hampton Police Chief Mark Talbot provided the city council with an update Wednesday on the “intense” investigation into the 4-year-old boy's disappearance. However, community members in attendance spoke out for more transparency from law enforcement and support from council members.
Monday marks a week since 4-year-old Codi Bigsby was officially reported missing in Hampton. Since then, authorities have charged his father with child neglect but have yet to located the boy.
