此前,同样引发人们忧虑的是台湾遭遇半个世纪以来最严重的干旱,由于需要清洗厂房与硅片,晶圆代工厂耗水量巨大,为保证其用水,约占台湾灌溉面积五分之一的农田停止灌溉。
这足以显示台湾晶圆代工产业的地位,美国半导体行业协会甚至提出极端假说称,如果台湾半导体代工厂停工一年,全球电子产业将面临4900亿美元损失。台积电创始人张忠谋将1987年创办台积电与晶体管、摩尔定律等量齐观,视之为改变半导体产业的创造。台积电与晶圆代工业务的兴起确实深刻改变了半导体产业,使之成为全球化程度最深的产业之一。

4月中旬,全球最大晶圆代工厂台积电的台湾工厂发生停电事故。有研究机构预测,仅停电半天,报废晶圆损失或超过2000万美元,一大批客户受到影响。6月初,台湾封测厂京元电子暴发外籍员工群体感染,确诊人数超过200人,2000多人停工居家隔离,预计6月产量将减少30%~35%。台湾疫情向半导体产业的蔓延,让全球芯片产能雪上加霜。

“如今各地晶圆厂烂尾的情况已经让政府感到担忧,但总体而言,大陆的产能仍然很短缺。”有晶圆厂商负责人告诉《中国新闻周刊》,“几年前公司原本计划投资建设晶圆厂,计划投资50亿元,年产能为1万片8英寸晶圆,但之后项目夭折,原因便是地方政府不再支持。” “当时项目遇到国家收紧半导体投资,地方政府对于项目获得国家资金支持没有信心,就需要地方承担大部分资金压力。”这位负责人说,工厂从开工到“投片”需要3年时间,而根据当时的测算,8年才能回本,这段时间对于地方政府来讲过于漫长。

他向《中国新闻周刊》建议说,通过国家发改委窗口指导,一定程度上避免错误的投资导致的国家财产和资金的损失的考量下,可以积极推动国家需要的这类半导体公司。� ....
