Ten Years of Relentless Violations of Children’s Rights Documented by the Syrian Network for Human Rights
Over the past ten years, children in Syria have been subjected to all sorts of human rights and international humanitarian law violations, with no distinction made by warring parties between adults and children, nor consideration for children’s unique vulnerability and protected status under IHL. There is barely any atrocity that adults were subjected to throughout the Syrian conflict that was not inflicted upon children as well. These appalling violations, which include extrajudicial killings, arbitrary arrest and detention, torture, sexual violence, conscription, displacement, and forced abandonment of education, have had an unspeakable impact on boys and girls across Syria, as well as lasting consequences on the future of surviving children, on their communities and on the country as a whole. ....

It is estimated that about 1.2 million Syrian citizens have been arrested and detained at some point since March 2011. During this period, an estimated number of 99 000 persons have been forcibly disappeared, while the Syrian Regime is responsible for about 84 000 of these cases (SNHR Report of 30 August of 2020, p. 8, 9).
 
The crime of enforced disappearance, which is often accompanied by acts of torture, violates international law. The Syrian Arab Republic is not a party to the 2006 International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED). However, the prohibition of enforced disappearances flows also from customary rules of international humanitarian law, when taking place within an armed conflict, as well as from the 1966 International Covenant on Civil and Political Rights, which Syria has ratified. ....

Muhammad, how is this likely to move going forward? reporter: good morning, miguel. there are still several thousand people in eastern aleppo trapped awaiting evacuation after a very long and disappointing weekend where there was no movement, finally good news to start the week. we understand that about 3,000 people or so have been evacuated from leastern aleppo to the countryside. now this has turned to a swap in exchange for rebels and eastern aleppo allowed to leave, there are towns besieged by militant groups and people in those towns are allowed to leave as well. it is a swap and anytime there is a swap, it gets more complicated on the ground. you need more security guarantees. they have to happen simultaneously. there are so many groups on the ground fighting, the assad regime forces or pro assad ....

When it started, it was simple. it was about the civilians and the wounded and some rebel fighters out of the rebel held fighters into the aleppo countryside. straightforward operation. over the weekend, this evolved into what s become a transfer. that s because there are islamist rebels that have laid siege to shiite villages for more than a year and a half. as part of the deal, some of the pro assad militias said if they re evacuated from rebel held areas we need to get the civilians evacuated as well. it s no longer a stray evacuation, it now effectively becomes a transfer. when there is a transfer, we need more checkpoints on the ground. there have to be assurances to make sure they re simultaneously. you need guarantees from the different fighting groups that none of them will break in agreement. as we ve seen as early as friday, all it takes is one rogue element to start firing into the air or start taking on measures into their own hands. ....

Basically at the end of the day carrying a foreign policy set by the president and if you were going do it, we would have done it already and now with the mess that has become syria where you have islamic militant groups, you have assad militias running around and we have kurdish groups running around, i think the u.s. is scared of getting involved. i was struck by something that you said on inauguration day. you talked about the glaring absence of discussion in the foreign policy in the president s speech. how did you characterize this president s approach to foreign policy? i think he doesn t want to deal with it, frankly. a lot of people in this country would agree with him. i think this administration would much rather focus on guns and taxes and other social issues and not deal with the quagmire that is the middle east. the bush years were deep in iraq ....
