Bill to address produced water spills passes committee | The NM Political Report

The Senate Conservation Committee passed a bill that would make spilling produced water, the toxic flowback water generated in oil extraction, illegal. 
Democratic Senators Antoinette Sedillo Lopez of Albuquerque and Liz Stefanics of Cerillos sponsored SB 86, which would allow state regulators to impose fines on operators for produced water and oil and gas-related spills. It would also limit the use of freshwater in the oil field and require produced water be tracked by operators.
“The oil and gas industry uses a massive amount of water that is impacting agricultural use, and has the potential to completely deplete our aquifers, Sedillo Lopez said during a committee hearing, pointing to the Ogallala aquifer in southeastern New Mexico. “At an average of two or more spills of this toxic waste today, it threatens to turn the Permian Basin and other areas where fracking occurs into a wasteland or as som ....

New Mexico Leaders Praise Legislators For Proposing Constitutional Environmental Rights


Comnmentary: New Mexico leaders are applauding the Joint Resolution pre-filed Monday, January 4, by Senator Antoinette Sedillo Lopez, Senator Bill Soules, and Representative Joanne Ferrary to amend the New Mexico Constitution in order to add enforceable environmental rights.  Senator Mimi Stewart, Senator Harold Pope, Jr, Representative Tara Luján and Representative Andrea Romero are signing on as co-sponsors in support.   The Joint Resolution proposing the amendment was pre-filed by the sponsors on the first day legislators could pre-file their legislative proposals for the 2021 legislative session.

The Southwest's Race Against the Climate Clock


In the headwaters of the Rio Grande, last winter’s snowpack hit close to the historical norm. Yet, in the spring, summer and fall of 2020, the state’s largest river dried for more than 40 miles. Even after water managers ended the irrigation season early, and farmers stopped drawing water from the river for fields and orchards, the Rio Grande dropped to record lows through the city of Albuquerque nearly drying up entirely in October.
In the coming years, as human-caused warming continues, New Mexicans will face even more dire conditions. And while some New Mexico lawmakers plan to introduce bills on solar energy, prescribed fire and statewide greenhouse gas reductions in the coming legislative session, the physical world from the forests to the farm fields is changing at a pace that far exceeds political action. ....

To paraphrase Walt Whitman, the controversial Soldiers’ Monument obelisk that stood in the center of Santa Fe Plaza for 152 years loomed large and contained multitudes. A time capsule buried beneath it included local newspapers and Masonic artifacts. A plaque on its base once celebrated the heroes who had fallen in battles with “savage Indians” in the New Mexico Territory. Calls for the monument’s removal based on its offensive language and what the obelisk represented date back at least to the 1950s. ....
