DOLE-Pampanga head Arlene Tolentino on Tuesday said their agency has so far distributed around PHP18.9 million in wages to program beneficiaries in Pampanga who rendered 10-day community services including declogging of canals, debris clearing, segregation and cleaning operations. Garbo and four other government officials-City Human Resources Management Officer Merla P. de Leon, City Accountant Aileen C. Rigor, then Acting City Treasurer Marlene M. Mendiola and then Assistant (acting?) City Budget Officer Narce P. Paquia.
The charges stemmed from the complaints of former City Councilor Jerry Basilio and Rogelio Jeng Yumul. They alleged that Mayor Garbo and the four government officials violated Article 220 of the Revised Penal Code by diversion of funds for salaries of job order (JO) personnel.

+ February 17, 2021 OVER 1,000 students from Candaba town in Pampanga recently benefitted from the Department of Labor and Employment s (DOLE) Special Program for the Employment of Students (Spes).
Mayor Rene Maglanque said a total of 998 college students received their salaries after doing community work and backyard vegetable planting.
He said the beneficiaries are the second batch to receive their salaries after the initial distribution in December 2020 which benefitted 602 students.
