The post would be filled 10 months after its regular chairman Jagbans Singh Power retired in March following which the government appointed Jamit Kaur Teji as officiating chairperson.
Saxena, who specialises in the study of strategic developments in neighbouring countries, has served in different countries as well as in several states in his decade’s long career.
The reason for the move, however, was not clear considering the 1988-batch officer was three months away from retirement and could have taken over the post after retirement.
