ROCKLAND A proposed set of two five-story apartment buildings in Rockland drew renewed public and official opposition after the developer submitted a new set of plans during a zoning board of appeals meeting Tuesday night. The Shingle Mill project, composed of 236 units across two buildings, is being proposed under the state s Chapter 40B regulation, which allows projects to skirt normal zoning regulations if at least 20 percent of the project is devoted to affordable housing.
