A new town budget, a new sewer budget and a new method for choosing the town s police chief were among the highlights of this week s Bourne Special/Annual Town Meeting. More than 100 people filled the gymnasium at Bourne Middle School for Town Meeting Monday night, May 3. A total of 115 voting residents were in attendance when Town Meeting commenced, far exceeding the reduced quorum of 15 that town officials had recently approved. It was also more than double the 56 residents who were in attendance at the start of last November s Special Town Meeting. Residents voted on a total of 21 articles, including Article 2 on the Annual Town Meeting warrant, authorizing the townâs proposed $71,735,576 general operating budget for Fiscal Year 2022. The approved amount represents a 1.53 percent increase over the current operating budget. ....

Committee members voted one in favor and six opposed, with one abstention. Article 3 seeks $1,357,223 to be spent by the sewer commissioners for operation of the sewer department. That includes the use of $50,000 in sewer retained earnings to offset an increase to sewer usersâ rates. The article also calls for $148,315 to be transferred to the general operating budget to offset Sewer Enterprise indirect expenses. All totaled, Article 3 seeks $1,505,538 for sewer-related issues in the coming year. Before discussion on Article 3 was opened at the meeting, chairwoman Mary Jane Mastrangelo read a statement of her position, which reflected her ongoing efforts to mitigate against large rate increases for Buzzards Bay sewer users. ....

Froman referred to as âa busy, very hectic time period,â the board took time at its Tuesday, April 13, meeting, held remotely, to vote on hiring special counsel to do an independent investigation of comments made recently by board member James L. Potter and Gray Gables resident Richard Conron during the public comment periods of the March 30 and April 6 selectmenâs meetings. At the start of the March 30 meeting of the Bourne Board of Selectmen, Mr. Potter, who is running for reelection, accused one of his challengers, Bourne Finance Committee chairwoman Mary Jane Mastrangelo, of a variety of offenses from Open Meeting Law and ethics violations to disrespecting town officials and staff. ....
Calamarâs apartment building in Buzzards Bay, The Tides at Bourne, is expected to be completed and ready for people to move in sometime this fall. That was the assurance a representative of Calamar gave the Bourne Board of Selectmen this week. Jerry Hill, executive vice president for construction and development for Calamar, appeared before the selectmen during their remote meeting Tuesday, April 6. Mr. Hill told board members he is confident the building under construction off Main Street will be complete before the end of the year. The selectmen authorized Town Administrator Anthony E. Schiavi to write a letter to Calamar expressing the townâs dissatisfaction with the buildingâs progress. Mr. Schiaviâs letter cites board membersâ concerns over âpoor site conditions, lack of any substantial work occurring for many months and possible problems with long-term exposure of structural component to the elements.â ....
