With news of federal investigations into county jails in Massachusetts and Georgia for abuses against immigrant detainees, I write to inform you of yet another jail that is violating the rights of immigrants. Knox County in Tennessee is operating an unlawful immigration enforcement program and has illegally detained more than 1,300 people since the program began. Let me explain. ....
