Was out of bounds because they got to pick and choose what wed pay for. It just so happens in the constitution thats what it says. The house of representatives gets to pick and choose. So just a lack of understanding on the basic concepts that our founders set up. You know, they know the history and they knew the history of republics. Republics always die.
