Oxford Magistrates Court OXFORD MAGISTRATES’ COURT RAYMOND PHILIP STARKINGS, 32, of Home Close, Carterton, was convicted of driving at 97mph in a 70mph zone on the M40 between junction 2 and 3 on October 22. He was fined £440, ordered to pay a victim surcharge of £44 and court costs of £90. His driving licence was also endorsed with five penalty points. GEORGE HORTON, 25, of Lime Tree Close, Wantage, admitted drink-driving on October 31 on Mill Street, Wantage. He had 74mcg of alcohol per 100ml of breath, above the legal limit of 35mcg.
