A DeLand police officer who was fired a couple of years ago is back on the force. That officer was accused of mistreating and wrongfully arresting a man. The officer appealed, and an arbitrator said he could go back to work.
DELAND, Fla. - A DeLand officer terminated in 2018 over an excessive force incident is back on the force effective Monday.
Johan Mulero was fired after the city said he mistreated and wrongfully arrested a DeLand resident during a 2017 disturbance call.
At the time, the resident, Allan Kidd, told FOX 35 the officer tore his shirt and gave him a black eye. Kidd ended up getting a settlement from the city. ....

DeLand officer fired over excessive force case reinstated

A Central Florida officer who was fired in 2018 over an excessive force case has been reinstated.DeLand officer Johan Mulero will get his job back. The arbitrator determined the city s investigation into Mulero s actions was flawed. City officials say the arbitrator agreed his actions warranted termination but gave him his job back based on technicalities. It s unbelievable, Mulero s victim, Allan Kidd said.Kidd is stunned Mulero is reinstated. Mulero was fired when his body camera video surfaced two years ago. Officials determined it showed Mulero falsely detain Kidd then used excessive force while arresting him. This police officer was totally out of line and there s no way he should ever have gotten his job back as a police officer or as a gardener, as far as I m concerned, Kidd said.City officials agree with Kidd.
