thanks for joining us today. the upper deck of the bay bridge is off limits to drivers. the westbound lanes into san francisco are empty except for some construction crews setting up. it s part of a $6 billion improvement project. more than 200,000 drivers use that bridge every day. the shut down will last until early tuesday morning. lisa washington is live with an update. reporter: good morning. this is the 11th hour that the westbound, the upper deck of the bay bridge has been closed. take a look behind me. you can see the bright lights and the mini many construction vehicles. the work is underway as the crews reconfigure the westbound lanes. here is how it began at 8:00 california highway patrol shut down i-80 westbound. you can see the cones being put into place as officers escorted the last cars over the bridge and into san francisco. as for what happens this weekend, the workers have a detour that will allow them to continue work on the new bay bridge. caltra ....
settlement talks with the utility over the deadly 2010 pipeline explosion have broken down but gil diaz explains pg&e is still insisting it hasn t left the negotiating table. gil? reporter: good afternoon. the press conference was held about an hour ago behind me at city hall. and yeah, the purpose of it the city announcing that pg&e has apparently stopped cooperating with the city for restitution money that would have helped the city rebuild its spirit. the mayor says both sides had been in talks since august but last week, pg&e apparently stopped negotiating and they reached an impasse. he says there s a breakdown in communication. the money is independent from a trust fund that pg&e already set up. instead, restitution will be used to in a way heal the city. we asked the mayor what specifically the restitution money will be spent on. some of the ideas we developed included endowments for scholarships for children of the neighborhood, contributions for youth sport ....
