Howard says when an officer told him he was ignorant, things got out of control. Its been tragic, ive had a lot of trauma, and, you know, ive cried. Ive cried my tears. Worried nothing would come out of that investigation, howard approached the Lawyers Committee for civil rights in San Francisco, which filed a formal complaint against the department.
