最近行政長官公開表示不會履行競選承諾，即不會修訂《防止賄賂條例》──將適用特首的條文由第4條（賄賂）、第5條（在合約事務上給予協助等而作的賄賂）及第10條（管有來歷不明財產），擴大至第3條（索取或接受利益）和第8條（與公共機構有事務往來的人對公職人員的賄賂）。
她直言「一定走數」、「今日沒有做到、亦不會做，未來行政長官也不應做」，視修例之舉為「衝着行政長官為主導的憲政體制而來」。她之後在電台節目進一步解釋，特首須向中央和特區負責，不能純粹受制本地法律；若特首過度受公眾問責所限制，亦影響其憲制功能；但她又指「若特首貪污、不清廉，中央政府定看在眼內」。
