Restaurant shutdowns: How can the numbers be explained? Who is responsible for the uptick?

The news infuriated proprietors. And Jim Stayoch of Adobe Blues in New Brighton is befuddled by the logic and has lots of questions.
“Who is really responsible for the uptick? If restaurants, such as mine, are abiding by outlined rules for the prevention of spread, why am I unfairly shutdown?” Stayoch wondered.
Stayoch concluded, “Seems to me, once again, the small businesses are being penalized in favor of big box stores.” ....
