Riverside Policy Manual to be Used As Example by FEMA


A request from the Federal Emergency Management Agency (FEMA) for Riverside to update their policies to receive federal funding has gotten the city noticed, in a good way.
City Administrator Christine Yancey says the city was originally contacted by the Iowa Department of Homeland Security on behalf of FEMA to make an addendum to their purchasing policy and procedures as they relate to applying for federal disaster relief funding. She says the changes were minor to a policy FEMA felt was already a good model for other municipalities, “They asked if they could use our policy and procedures manual as it sits without this addendum for other communities and I said of course. They said it was very well written. I can’t take the credit for that, it was written before my time, but they thought it was very detailed and they’re going to be using that going forward for some other things.” ....

Riverside Community Center Committee Begins Planning


A committee has been formed to start the process of building a new community center in Riverside.
City Administrator Christine Yancey says the 23-member committee has had their initial meeting with a goal to recommend at least two floor plans to the city council, “Originally they had looked at sometime in June having the final proposal to council, but we just want to make sure that we have an opportunity to get enough community feedback on what’s going into the facility, plus, making sure we have researched all the grants that might be available, so it may take longer than that because we want to make sure we have the funding available before we start the project.” ....

Riverside Approves 2022 Fiscal Year Budget


The Riverside City Council has approved the city’s 2022 fiscal year budget of just over $3.1 million.
City Administrator Christine Yancey says next year’s budget will be similar to fiscal year 2021 with no change in tax rates for property owners, “No, we did not raise taxes at all, which is really nice because we’re still at the $8.10 (per $1,000 assessed valuation) and we don’t have any special levies that we tax for, so unless your (property) assessment went up, taxes should be close to the same for the city portion of it.”
Yancey says the council also approved two applications for grants from the Washington County Riverboat Foundation (WCRF). She says the fire department is asking for $5,000 to purchase a thermal imaging camera with the fire department covering the remaining cost of about $1,700.  The Riverside Area Community Club is also looking for $5,000 in WCRF funds to help pay for improvements to the dog park at Hall Park including adding lighting and ....
