Topeka's Downtown Master Plan is approved. Here is what happens now.


The future of Topeka’s downtown has a new blueprint.
Topeka City Council approved the city’s Downtown Master Plan 8-0 on Tuesday night. Council member Spencer Duncan and Mayor Michelle De La Isla weren t present.
Topeka’s Downtown Master Plan is a recruiting tool, city staff told The Topeka Capital-Journal. It proposes multiple investment strategies for each of the nine sections of downtown: Capitol, Civic, Historic Kansas Avenue, NOTO/River North, Office and Catalyst, River to Rail, River South, Tower and Van Buren.
“Public investment based on the last 10‐15 years of visioning is reaching its natural conclusion. And while private investment is still following that vision, the next vision for Downtown is unclear,” the master plan said. “Not because it has few visions, but because there are many visions. ....

Building codes from the 90s? New process aims to fix that problem


Some Topeka building codes are old enough to drink. The building codes were adopted in 1997, and Topeka City Council on Tuesday night approved a new process of updating building codes.
City council unanimously approved recommendations from the Policy and Finance committee that hope to speed up the process by approving codes on an “as you go basis” and aim to get updated versions of the codes in place by the end of 2021.

How is this process different from the old one?
An appeals board made up of engineers, architects and general contractors would meet to review code books. The review process also involved engaging with stakeholders in the community for feedback on the codes the board was reviewing. ....
