Moody’s upgrades Scioto County’s issuer rating to Aa3 Staff report SCIOTO Following what was described as a successful meeting, Scioto County received an upgraded issuer rating and rating on outstanding general obligation limited tax bonds from Moody’s Investor Service. As described in a press release, the New York City-based company said the shift from an A1 rating to Aa3 “reflects its positive property valuation and sales tax trends which have contributed to very healthy reserves that will be further bolstered by an infusion of federal funds.” In addition to the rating, where Scioto is now considered a very low credit risk, the county had no outstanding general obligation unlimited tax debt.

Among the dozen, the commissioners authorized the clerk to advertise a bidding notice for the skyroof system replacement at the county courthouse. Commissioner Bryan Davis described that situation as a “continued problem,” which covers the rotunda and law library. It is separate from the other portion of the roof. “We had a professional come in and look at the panels,” he said of the board’s fifth item. “They have reached the end of their life, probably way beyond the life span for those panels.”

In its final legislation item, the commissioners announced that a memorandum of understanding had been reached between Scioto County Sheriff David Thoroughman and Juanita Belford, thus resolving a yearlong disagreement. “Item nine has been a longtime coming,” said Commissioner Bryan Davis, going back to at least September 2019. “I really appreciate Mrs. Belford and her family in working with our prosecutors in resolving this.” Through the agreement, the retired Sheriff vehicles that have sat at the junkyard of retired and now deceased special deputy Jess Belford will be removed and taken to a licensed salvage yard. SCIOTO- The Scioto County Commissioners granted multiple requests from the sheriff’s office during its Thursday meeting, moves that will both update and expand its services. Using funds at his discretion, Sheriff David Thoroughman was in attendance to explain the request for 11 new vehicles- 10 from the rotary fund and one through federal forfeiture. The new vehicles would be Dodge Durangos and Chevy Tahoes.
