Eversource Energy has filed an administrative appeal against a $31 million fine imposed by state regulators as a penalty for the utility’s preparation for and handling of Tropical Storm Isaias last summer. In a complaint filed Thursday, the company accused the Public Utilities Regulatory Authority of ordering a penalty larger than it is allowed to by law. The complaint also alleges that regulators did not afford the company due process and acted in an “arbitrary” and “capricious” manner by imposing a fine with “no basis.”
