I t has been both the strategy as well as the aim of the Government to prevent spread of COVID19 virus in rural areas from cities and towns as witnessed last year during the ”arrival ” of the virus in the country. Rural areas being sensitive and vulnerable in many ways and on comparative basis, the treatment facilities being also quite limited, the UT Government of Jammu and Kashmir had proposed and sanction was duly accorded to setting up of what was called as ‘Health Clubs’. The main objective being to prevent the spread of the virus and composition of such clubs being varied in form and the link and the base level being Panchayats, these clubs would have contributed a lot in preventing the spread had those been put in place within a reasonable time. The onus of setting up and making functional such Health Clubs, being on Health and Medical Education Department in close cooperation with the Rural Development Department, ....

JAMMU, May 7: In a testimony of non-serious approach on the part of the Health and Medical Education Department and Rural Development Department, the Health Clubs which were announced to be set up at the Panchayat level across the Union Territory of Jammu and Kashmir in order to check spread of Novel Coronavirus (COVID-19) to the rural areas have remained on official papers only despite the lapse of several months.
The slack approach has invited sharp criticism from the Panchayati Raj Institutions (PRIs), which have held the same responsible for reporting of large number of COVID-19 cases and resultant deaths from the villages during the second wave. ....

Panchayat Related Machinery Overhauled In J&K

Jammu: To further streamline the implementation of J & K Panchayati Raj Act and Rules, the Jammu and Kashmir administration on Saturday approved an overhaul of the field administrative machinery supporting Panchayats by rationalizing various categories of existing posts in the Department of Rural Development and Panchayati Raj.
The decision to this effect was taken at a meeting of the administrative council (AC) under the chairmanship of Lt Governor Manoj Sinha here, an official spokesman said.
As a result of the decision, every district would now have an assistant commissioner panchayat, a dedicated officer to look after the functioning of Panchayats and coordinate their activities, the spokesman said, adding the officer would report to the Chief Executive Officer of the District Development Council, recently constituted in the Union Territory. ....
