The bill, made public on Tuesday, would also allow state and local governments to create civilian review boards, made up of non-officers, to hear and have a say in police discipline. Delaware News Journal The mother of 3-year-old Emma Cole, whose remains were found in a Smyrna softball field in September 2019, has been charged with murder. Kristie Haas, Emma s biological mother, and her husband, Brandon Haas, Emma s stepdad, were indicted early last month on charges of child abuse and endangering the welfare of a child. Kristie Haas also was indicted on abusing a corpse and reckless burning charges. On Tuesday, the Delaware Department of Justice, in conjunction with Smyrna police and the FBI, announced Kristie Haas had been re-indicted on two counts of first-degree murder by abuse or neglect. She still faces the April allegations. ....
