President-elect Joe Biden’s climate plan proposes building thousands of offshore wind turbines as a key contributor to the goal of a carbon-free U.S. energy sector by 2035.
With the states largely carrying the ball as the Trump administration stepped back from climate change and clean energy, the pressure is on for the new administration to come through on its promise.
“The actions by the states across the country have been really important and kept the U.S. moving forward in spite of a lack of leadership in Washington,” Josh Albritton, director of climate change and energy at the Nature Conservancy, said. “That change is happening . but to get to 2050 (net-zero carbon emissions nationally) we need the federal government.”

President-elect Joe Biden has laced his Cabinet with deep energy ties across the federal government as he prepares to take office and enact an ambitious green energy plan, facing a slim majority in the House and Senate and deep political polarization.

Fishermen say that Maine Gov. Janet Mills’ plan for a state-led offshore wind project is being rushed. And now news that a developer is considering a new commercial-scale wind project off the coast is adding to their fears.
“We think there’s a real opportunity for Maine to be a leader in the country on floating offshore wind,” says Dan Burgess, who leads the governor’s energy office.
Burgess says the “research array” project, as state officials call it, would be led by the state and the University of Maine, and developed by affiliates of international industry heavyweights Mitsubishi Electric and RWE Renewables.
