Oak Ridgers are reacting to the news that developer H.E. “Rusty” Bittle now plans to put a proposed motorsports park in a different East Tennessee community than Oak Ridge.

Explaining his reasoning for opting out of placing a motorsports park at the Horizon Center in west Oak Ridge, Bittle stated in his announcement that the U.S. Department of Energy sent a letter to the city Industrial Development Board last week stating that an Environmental Impact Statement (EIS) and mitigation would be needed if Bittle decided to use the area for a motorsports park, which he had wanted to do. The additional testing, Bittle stated, could cost more than $7 million and take three to four years to complete, with no guarantees that final approval would be received for the project. Work session possible on Special Rec District zone

Absent from the agenda for Monday, March 8 s Oak Ridge City Council meeting is any mention of a new zoning category for large “Special Recreation District” areas.
However, even though it’s not on the agenda for March 8, citizens may still comment on it or any other item not on the agenda during the “Appearance of Citizens” time.
The Oak Ridge Municipal Planning Commission recently recommended a proposal for that type of district which City Council could later approve for any 25 acre parcel of the city. The proposal comes in response to a proposal by developer H.E. Bittle to build a motorsports complex on several parcels of the Horizon Center near Black Oak Ridge Conservation Easement.
