commute covered. temps starting to make their way down? >> we're almost there. we are still very uncomfortable this morning. warm and muggy. we'll see temperatures in the low 90s today instead of the upper 90s. we're splitting hairs here. it will still be hot and humid. scattered showers and thunderstorms will help cool things off and set the stage for a good end of the week. cloudy skies are going to help keep us out of the upper 90s for this afternoon. >> he's back. >> here he is. our good old friend, the spider. sometimes you can see the week. here we go. he's trying to find some food. 84 degrees. it is very muggy out there. 72 degrees. so the dew point -- once the dew point is above 70, it's miserable out there. 73 for gaithersburg. 70 for front royal. areas along 81, you'll see some showers first. here we go, doppler 9000. starting to move through cumberland and off through west virginia. they will arrive for the lunch hour for the # 1 81 corridor. after lunch time that's when the storm will push through the 95 corridor. it is going to be a daytime event. by the time the sun sets, we're pretty much done with the rain and we have this. nothing to deal with for the rest of the week. high pressure will set up shop. temperatures into the lower 90s today. still very muggy out there and hot. larry miller, over to you. >> good morning, allyson. of course good morning you to. your time right now 6:02 on the dot. hope things are getting off to a good start. we have a water main break closing north capital street between chilham place and chernan street. -- and sheridan street. sky 9 giving us a look at how things are shaping up on the beltway on the maryland side. you can see traffic flowing freely in both directions on the inner and outer loop. no issues on 95 traveling from laurel toward the capital beltway so no issue there is this morning. getting a look at some of our other cameras, we get a sense of how things are shaping up at the beltway at old georgetown road. light on the inner and outer loop with no accidents around the beltway. traveling inbound you'll have no trouble there either. from our other camera we get a look at how things are shaping up on i-66. this is just west of ox road. for those of you traveling through manassas, through areas of centreville, fairfax, you're looking at an issue free commute thus far. just expect some volume. your next update coming up in roughly ten minutes. >> reporter: what safety changes if any have been made at metro since january? that's one of the biggest questions we hope to have answered today in a hearing on capitol hill. the hearing will focus on the safety issues on board metro that stem from the smoke-filled incident back in january when dozens of people were hurt and one woman died. in previous hearings we heard from engineers and other metro official abouts what went wrong that day when smoke filled the train and the operator says he had to wait to clear the tunnel. that operator james curly expressed his frustrations with metro saying that day he was repeatedly told by control to wait. he said people on board were coughing and vomiting. he had to wait about half an hour till they could be rescued which we now know was unfortunately too late for one woman. it's clear that that incident exposed major problems on metro and investigators said a lack of overall safety in metro's culture. also today, a subcommittee will focus on the financial situation at metro. live at l'enfant plaza metro station, i'm nikki burdine, wusa9. a woman is in jail this morning accused of stabbing four women, one of them a young girl inside a d.c. apartment. it happened last night in the 500 block of 50th place northeast. one victim was seriously hurt but some good news to report this morning, all four victims are expected to be okay. the suspect's name has not been released at this point and so far no word on a motive. also this morning, prince george's county police are asking for your help solving a homicide in oxon hill. it happened on maury avenue last night. police say they found a man suffering from gunshot wounds in the street. he was pronounced dead at the scene. the shooting happened in an area of a mix of single family and town homes. the name of the victim has not been released. >> reporter: we have new developments on the case against baltimore police officers accused in the death of 25-year-old freddie gray and new police radio calls show how e thcity spiraled out of control when a riot broke out in april. state's attorney marilyn mosby wanted to make it all private or expose to the public. [indiscernible] that would impact the ability to conduct a fair time. the judge said the defense hasn't made any evidence public and denied mosby's request but also we are getting to hear some police radio calls from aim's riot. they paint a startling -- from april's riot. they paint a startling picture of what officers faced. >> do not move forward and do not chase them. >> there's a couple hundred people. >> i'm not going to let my guys get hurt because we have equipment we're not using. >> it wasn't till there was a controversy around the standdown order that i even knew what the standdown order was. >> reporter: the mayor and police both deny claims that officers were told to stand down during the riot. coming up at 6:30, you'll hear what the police union says about the on don followed trump -- donald trump to terminate his ill-conceived campaign and apologize to john mccain after trump criticized the arizona senator ease war record -- senator's war record. trump maintained it's mccain who should apologize to his arizona supporters for calling him crazy. >> you could make the case, charlie, that he should apologize to the 15,000 people that have been fighting illegal immigration and are petrified to be living where they're living. >> reporter: while mccain says he doesn't need an bol ji he does say trump need -- apology he does say trump needs to apologize to all service members and their families. many republicans are going on the attack. >> he shouldn't be our commander in chief because you don't know our military. >> reporter: republicans have been trying to distance themselves from trump ever since his controversial remarks on illegal immigrants. >> nobody disagreed that republicans have to do much better with latino voters, and having a donald trump in the mix makes it extremely complicated to do that. >> despite the backlash, trump says he will not run as a third- party candidate and that the only way to win the election would be to run as this morning already on the orange line. delays to new carrollton because of a -- due to a disabled train at ballston so you'll need to account for that. add just a couple of minutes to your commute time. should be able to get you there on time. looks like we have the live shot of the water main break on north capitol street between chilium place and sheridan street. they are working to get the water main under control. looks like they've been able to do that successfully but looks like the delay will also be in place well into the rush hour. we'll have another update for you coming up in points still very high. the heat surge is all the way down through the southeast -- southeastern part of the country because we're all ahead of this front. chicago, detroit, indianapolis, they're all getting that great weather we are expecting for the rest of the week. our doppler 9000, we have a couple of showers moving to the eastern shore and also through west virginia, the maryland panhandle. areas along the # 1 corridor -- 81 corridor will have a couple of showers before lunch time. everybody else we'll wait till after lunch for the storms to arrive. most of them will just be good heavy downpours. one or two might reach severe limits. that's why we have the yellow alert today and it will be inconvenient with the downpours coming on through. 81 by 12:00. some showers. here we are at 2:30 moving right through the district. good pockets of heavy rainfall, gusty winds, lightning of course as well. most of this is out of here in time for the nats game. most of it is gone before the orange line this morning. i feel for those metro riders because certainly wasn't the delays -- once the delays happen and they get on twitter, it's relentless. add 10 to 15 minutes to your commute time this morning so you can get to your destination on time on the orange line. a disabled vehicle on the inner loop of the beltway on georgetown pike causing minor troubles. looks like they'll be able to zoom in shortly. a disabled vehicle blocking the shoulder but no mayor issues in terms of delays. those of you traveling on 395 making your way over the 14th street bridge, no problems either as you go over the 14th street bridge. all lanes are open on i-395. traffic still fairly light for the most part. let's take our maryland camera and show you how things are shaping up along the beltway where we're issue and problem free. fairly light on both the inner and outer loop so we're off to a great start for your morning commute. over you to. a judge has found probable cause that a man charged in the deaths of a wealthy washington family murder and ordered him held without bond pending further court proceedings. judge rhonda reed winston made her decision yesterday based on evidence linking daron wind to the slayings of savvas savopoulos, his wife, amy, their son philip and their housekeeper veralicia figueroa. the house had been set on fire. allegations of racial bias now may have the future of georgetown university's track program in question. the school says it's now investigating both racial bias and misconduct allegations based on complaints filed by an athlete. the investigation started months ago. a female at threat posted her story -- athlete posted her story of alleged sexual harassment. since then even more allegations have been shared on social media. >> it's really a bunch of bull crap that georgetown is going to hide it from everyone until they're storessed to deal with it -- forced to deal with it. >> a university spokesperson says they'll finish the investigation in the coming weeks. the school will address any misconduct consistent with university policies. a man arrested outside the cuban embassy protested yesterday. he faces one count of unlawful entry, two counts of assault on a police officer and one count of destruction of property. those charges could change once the u.s. attorney looks at the case. d.c. police are reaching out for help in identifying a sex assault suspect. investigators have released this surveillance video of the manual. they say he assaulted a -- of the man. they say he assaulted a woman this morning off 19th street in northeast. he was wearing a fisherman style hat, a white t-shirt with design on the front and jeans. contact d.c. police. you might be eligible for a $1,000 reward. officers are investigating a shooting by a bladensburg cop in prince george's county. they say the officer was working another job early sunday at a restaurant on kenilworth avenue. there was a dispute in the parking lot involving a man and woman when the officer approached, the man climbed into a car and drove away and dragged that fiofcer. the officer fired and wowppedzed the man -- wounded the manual. he is now in -- the man. he is now in the hospital in intensive care. 7-year-old bela has down syndrome and autism. she needs round the clock supervision. >> she really has no fear of going anywhere. she doesn't like being in one place for far too long so she will just wander and take off. >> her parents worst fears were realized one morning two months ago as the family was getting ready for the day. >> she learned how to open a deadbolt lock, open the screen door lock, close the doors behind her. >> minutes later she was found at a church at the end of the family's street in laverne safe and unharmed. >> i'm in constant fear of losing my daughter. >> reporter: which is why darlene was one of the first people to sign up for the laverne police department's in project life saver program. people at risk for wandering like those with autism and alzheimer's are being outfitted with a wrist band with a transmit other it. >> it transmits its own sig that will. >> reporter: five officers have been trained to use the tracking device once they've been notified after missing person they start the search with the device on their patrol car. >> it will start beeping in the direction she is. >> reporter: and then search on foot once the signal is located. >> it reduces our manpower from searching with a ten-man, 20- man team calling in mutual aid and helicopters to a two-man team. >> reporter: it typically helps police departments locate the missing in under 30 minutes. >> i wish it was available for all of us. i wish that it would be something that every child had access to with types of problems. >> the police department says they won't turn anyone away who wants to be a part of that program but they do need the public's help. they're asking for donations so they can expand and hopefully save more lives. this evening frederick county leaders will discuss repeal willing a controversial -- repealing a controversial county ordinance. in 2012 an all republican board approved a bill that business be conducted in english only. now they say the ordinance sends a message of intolerance. the question of the day, is yelling at someone else's kid acceptable behavior? hear the diner's owner yelled at their kid for crying inside the restaurant. >> there's more to the story this morning. we're hearing from other diners on the situation. it seems people can't come to a consensus of who was wrong in this case. amanda hill has more. >> reporter: it started with a review. tara carson on a family vacation from new york took to marcy's diner's facebook page to complain about her experience. she writes, this lunatic of an owner behaved in the most unbelievable manner by screaming in the face of my child and kicking her out of the restaurant. carson continues in her review. i'm sharing in hopes all parents stand up to awful businesses like this and avoid this establishment at all costs. it's the response to that review from the diner owner herself that now has so many talking. darla neugebauer writes, after your fourth attempt to shut her up, i asked you to pack up either your rotten child or take the so important pancakes to go but no, you just sit there and let your [ blank ] screaming kid go. her post ends with, yes, i am [ blank ] crazy and you're lucky i didn't get really [ blank ] nuts because being physical is not something i cower from. >> there needs to be a little more better parenting out there i believe. i don't have children because i know i would be a horrible parent. maybe others should take that. >> reporter: angry messages from around the country have poured in, people shocked that a business owner would act this way. >> you would hope that people could be adults and maybe cooler heads would prevail. there's probably a better way to handle the situation than actually screaming at the kid. >> reporter: but others have come to neugebauer's defense. >> there were some -- they're worst -- [indiscernible] screaming children have no place in restaurants. >> reporter: many supported niewg bear's choice to -- neugebauer's choose to kick them out of the establishment. >> if you see a child out of control, it's a common courtesy to do something about it. >> reporter: just not her tone on social media. >> no, aim he not offended. i just think maybe she could have used a little more tact. >> maybe. >> tact is a beautiful sight. >> nice and hazy to start things off but no reason to cry about this. rain is about to bring relief from the heat according to allyson rae. she has your forecast and larry miller has your timesaver traffic. >> yes, that beautiful, hazy, humid start. it is going to be a little uncomfortable once again when you step outside this morning, but big changes are headed your way. we have to get through some rain first and some thunderstorms. that's why we have the yellow alert. here's the beautiful start on the michael & son camera. a little uncomfortable out there but you know what? things are changing and that's good. 84 degrees. it's very humid. it feels 90. it's only 6:30 in the morning. dew point is higher than it was yesterday because we have a lot of moisture in place and the front is coming on through. we have thunderstorms that are going to come on through and with all the moisture, it leaves the possibility of some of them getting on the stronger side. here it is. look what's behind it. actual real beautiful weather for ohio, indiana and illinois. that's all headed our way for really the rest of the week. doppler 9000, a couple of showers move through the afternoon we're really seeing a lot of it and it gets out of here i think in time for the nats game, if not before the sun sets for sure. temperatures will head back to the lower 90s. cloudy skies the orange line are resolved. the bad news is we now have new issues on the blue and silver line with residual delays to franconia and wheelie reston as a result of an -- wiehle-reston as a result of an earlier incident. add 5 to 10 minutes to your time and you should be able to get to your destination on time. a water main has closed north capitol with chilium and sheridan street. that section fairly small still closed but you want to make sure that you're using some caution. you can see emergency crews there are on the scene. this is a live shot from our photo journalist kevin king, by the way. they'll be there throughout much of the morning trying to get that water main break under control. for those of you traveling along the beltway, looks like we have an accident and other delays going on. you want to be mindful because things are starting to rock and roll on the beltway. we'll send it over to you. >> reporter: it's been about six months since the deadly smoke-filled metro incident here at l'enfant plaza station, but what safety changes have been made since then if any? it's one of the big questions we hope to have answered today in a hearing on capitol hill. that hearing will focus on safety, especially after that incident, but it will also focus on the financial situation on metro. specifically the safety incident. let's talk about that. when dozens of people were hurt back in january, one woman died. in previous hearings we heard from engineer abouts what went wrong that day when smoke filled the train. the operator says he had to wait to clear that tunnel. that operator james curly expressed his frustrations with metro. he said people on board were coughing and vomiting. he had to wait about half an hour till they could be rescued. again today a subcommittee will also be focusing on the financial situation of metro and a number of other people are expected to testify in addition to the train operator james curly, we'll also hear from the interim g.m. of metro. that hearing will be today at 5:00. we'll be there and bring you updates later this evening on wusa9. live at l'enfant plaza metro station, i'm nikki burdine, wusa9. it should be smooth sailing this morning for marc train riders on the brunswick line. this one day after a crash around forest glen. a dump truck and the marc train collided during yesterday evening's rush hour. the special csx maintenance truck was on the tracks when the commuter train hit it. two people were hurt but both should be okay. stranded passengers waited hours for any relief. authorities in montgomery county are also investigating a fire and problem explosion at the national institutes of standards and technology. county police say a federal law enforcement officer assigned to its security detail at the facility was injured sunday night. police also say they recovered possible controlled dangerous substances at the scene that could be used for drug making. those substances have been sent off for further testing. a silver spring man is facing charges for sexually assaulting a woman while he impersonated a police officer. the alleged victim told police she and nicklaus morales morcedo hit online. she said he arrived, showed her a badge and then claimed he was a cop. then he allegedly handcuffed the woman and assaulted her. they used d.n.a. evidence to make the arose. police radio calls from april's riot in baltimore show a police force struggling to regain involve the city. it's also clear officers had trouble protecting themselves and they were frustrated over not having the resources and direction they needed. police were nearly stretched to their breaking point and could not respond to emergency calls in other parts of the city. the fop says orders from the top were that officers shouldn't look intimidating so she wouldn't escalate the swaying. more than 150 officers were hurt during the riot and the police union says in some cases officers had to buy their own safety gear. the situation got that an armored unit was sent to pennsylvania and north to rescue officers that were trapped. >> we have an officer down at the location, pennsylvania and north. let's go. (vo) but you get to keep the memories. love. it's what makes a subaru a subaru. no major issues around the beltway right now but remember, we still have the water main break again fort capitol between chilium place and sheridan street so be mindful of that this morning. want to take you to sky 9 on i- 270. this is southbound after montrose where we have a possible hit and run. we have several lanes of traffic blocked at this point affecting traffic for at least a mile. so we're working to get more information on that. what we understand at this point is that there was possibly two vehicles involved in the situation. one vehicle we understand left the scene. at least that's the report coming from police. another vehicle still there but you can see how the delays are shaping up at this point. again, major delays on i-270 southbound after montrose. we'll send it over to you. a beer left on a bar for days has people talking in washington state. >> kind of sounds like -- [indiscernible] y. one bartender refused a sports bar in washington state is gaining national attention just for a bottle of beer left at the bar for days. >> it's the reason the beer is still sitting there that has people talking. >> reporter: the story starts off like an old joke. we've all heard it. a woman and her friend walk into a bar. >> order the blue moon and corona. i let her know we do one beer at a time. she said the beer is for her brother. >> reporter: the woman told the bar tender her brother wasn't coming. he was a soldier who died in iraq. the bartender agreed to give her the beer in honor of her fallen brother. >> when they were about to leave i went to my manager and asked is it okay if we take care of that? i don't want her to take care of the beer. they said no, absolutely, we'll take care of the beer. >> reporter: the woman left this note to say thank you and signed grateful soldier. >> i started cleaning up all the lunch stuff and i had the beer in my hand and i was like, i'm not dumping this out. what do i do? i can't dump this. >> reporter: brian put the beer next to an american flag that sits on a refrinl rater in the bar -- refrigerator in the bar. he took a picture of the beer and the note and posted on facebook. now a week later it has more than 120,000 likes and 50,000 shares and it's more than a social media sensation. cards, phone calls are coming in from across the country. >> first phone call i answered was a truck driver. he's like, is this brian? commute covered. temps starting to make their way down? >> we're almost there. we are still very uncomfortable this morning. warm and muggy. we'll see temperatures in the low 90s today instead of the upper 90s. we're splitting hairs here. it will still be hot and humid. scattered showers and thunderstorms will help cool things off and set the stage for a good end of the week. cloudy skies are going to help keep us out of the upper 90s for this afternoon. >> he's back. >> here he is. our good old friend, the spider. sometimes you can see the week. here we go. he's trying to find some food. 84 degrees. it is very muggy out there. 72 degrees. so the dew point -- once the dew point is above 70, it's miserable out there. 73 for gaithersburg. 70 for front royal. areas along 81, you'll see some showers first. here we go, doppler 9000. starting to move through cumberland and off through west virginia. they will arrive for the lunch hour for the # 1 81 corridor. after lunch time that's when the storm will push through the 95 corridor. it is going to be a daytime event. by the time the sun sets, we're pretty much done with the rain and we have this. nothing to deal with for the rest of the week. high pressure will set up shop. temperatures into the lower 90s today. still very muggy out there and hot. larry miller, over to you. >> good morning, allyson. of course good morning you to. your time right now 6:02 on the dot. hope things are getting off to a good start. we have a water main break closing north capital street between chilham place and chernan street. -- and sheridan street. sky 9 giving us a look at how things are shaping up on the beltway on the maryland side. you can see traffic flowing freely in both directions on the inner and outer loop. no issues on 95 traveling from laurel toward the capital beltway so no issue there is this morning. getting a look at some of our other cameras, we get a sense of how things are shaping up at the beltway at old georgetown road. light on the inner and outer loop with no accidents around the beltway. traveling inbound you'll have no trouble there either. from our other camera we get a look at how things are shaping up on i-66. this is just west of ox road. for those of you traveling through manassas, through areas of centreville, fairfax, you're looking at an issue free commute thus far. just expect some volume. your next update coming up in roughly ten minutes. >> reporter: what safety changes if any have been made at metro since january? that's one of the biggest questions we hope to have answered today in a hearing on capitol hill. the hearing will focus on the safety issues on board metro that stem from the smoke-filled incident back in january when dozens of people were hurt and one woman died. in previous hearings we heard from engineers and other metro official abouts what went wrong that day when smoke filled the train and the operator says he had to wait to clear the tunnel. that operator james curly expressed his frustrations with metro saying that day he was repeatedly told by control to wait. he said people on board were coughing and vomiting. he had to wait about half an hour till they could be rescued which we now know was unfortunately too late for one woman. it's clear that that incident exposed major problems on metro and investigators said a lack of overall safety in metro's culture. also today, a subcommittee will focus on the financial situation at metro. live at l'enfant plaza metro station, i'm nikki burdine, wusa9. a woman is in jail this morning accused of stabbing four women, one of them a young girl inside a d.c. apartment. it happened last night in the 500 block of 50th place northeast. one victim was seriously hurt but some good news to report this morning, all four victims are expected to be okay. the suspect's name has not been released at this point and so far no word on a motive. also this morning, prince george's county police are asking for your help solving a homicide in oxon hill. it happened on maury avenue last night. police say they found a man suffering from gunshot wounds in the street. he was pronounced dead at the scene. the shooting happened in an area of a mix of single family and town homes. the name of the victim has not been released. >> reporter: we have new developments on the case against baltimore police officers accused in the death of 25-year-old freddie gray and new police radio calls show how e thcity spiraled out of control when a riot broke out in april. state's attorney marilyn mosby wanted to make it all private or expose to the public. [indiscernible] that would impact the ability to conduct a fair time. the judge said the defense hasn't made any evidence public and denied mosby's request but also we are getting to hear some police radio calls from aim's riot. they paint a startling -- from april's riot. they paint a startling picture of what officers faced. >> do not move forward and do not chase them. >> there's a couple hundred people. >> i'm not going to let my guys get hurt because we have equipment we're not using. >> it wasn't till there was a controversy around the standdown order that i even knew what the standdown order was. >> reporter: the mayor and police both deny claims that officers were told to stand down during the riot. coming up at 6:30, you'll hear what the police union says about the orders they claim were given that day. vanessa herring, wusa9. he's leading the polls and donald trump is going to hold a campaign kickoff rally in south carolina today, despite growing calls now for him to drop out of the race. >> the latest coming from the largest newspaper in the key first caucus state of iowa. hena daniels reports on this trump talk. >> reporter: the des moines register called on don followed trump -- donald trump to terminate his ill-conceived campaign and apologize to john mccain after trump criticized the arizona senator ease war record -- senator's war record. trump maintained it's mccain who should apologize to his arizona supporters for calling him crazy. >> you could make the case, charlie, that he should apologize to the 15,000 people that have been fighting illegal immigration and are petrified to be living where they're living. >> reporter: while mccain says he doesn't need an bol ji he does say trump need -- apology he does say trump needs to apologize to all service members and their families. many republicans are going on the attack. >> he shouldn't be our commander in chief because you don't know our military. >> reporter: republicans have been trying to distance themselves from trump ever since his controversial remarks on illegal immigrants. >> nobody disagreed that republicans have to do much better with latino voters, and having a donald trump in the mix makes it extremely complicated to do that. >> despite the backlash, trump says he will not run as a third- party candidate and that the only way to win the election would be to run as water main under control. looks like they've been able to do that successfully but looks like the delay will also be in place well into the rush hour. we'll have another update for you coming up in points still very high. the heat surge is all the way down through the southeast -- southeastern part of the country because we're all ahead of this front. chicago, detroit, indianapolis, they're all time this morning so you can get to your destination on time on the orange line. a disabled vehicle on the inner loop of the beltway on georgetown pike causing minor troubles. looks like they'll be able to zoom in shortly. a disabled vehicle blocking the shoulder but no mayor issues in terms of delays. those of you traveling on 395 making your way over the 14th street bridge, no problems either as you go over the 14th street bridge. all lanes are open on i-395. traffic still fairly light for the most part. let's take our maryland camera and show you how things are shaping up along the beltway where we're issue and problem free. fairly light on both the inner and outer loop so we're off to a great start for your morning commute. over you to. a judge has found probable cause that a man charged in the deaths of a wealthy washington family murder and ordered him held without bond pending further court proceedings. judge rhonda reed winston made her decision yesterday based on evidence linking daron wind to the slayings of savvas savopoulos, his wife, amy, their son philip and their housekeeper veralicia figueroa. the house had been set on fire. allegations of racial bias now may have the future of georgetown university's track program in question. the school says it's now investigating both racial bias and misconduct allegations based on complaints filed by an athlete. the investigation started months ago. a female at threat posted her story -- athlete posted her story of alleged sexual harassment. since then even more allegations have been shared on social media. >> it's really a bunch of bull crap that georgetown is going to hide it from everyone until they're storessed to deal with it -- forced to deal with it. >> a university spokesperson says they'll finish the investigation in the coming weeks. the school will address any misconduct consistent with university policies. a man arrested outside the cuban embassy protested yesterday. he faces one count of unlawful entry, two counts of assault on a police officer and one count of destruction of property. those charges could change once the u.s. attorney looks at the case. d.c. police are reaching out for help in identifying a sex assault suspect. investigators have released this surveillance video of the manual. they say he assaulted a -- of the man. they say he assaulted a woman this morning off 19th street in northeast. he was wearing a fisherman style hat, a white t-shirt with design on the front and jeans. contact d.c. police. you might be eligible for a $1,000 reward. officers are investigating a shooting by a bladensburg cop in prince george's county. they say the officer was working another job early sunday at a restaurant on kenilworth avenue. there was a dispute in the parking lot involving a man and woman when the officer approached, the man climbed into a car and drove away and dragged that fiofcer. the officer fired and wowppedzed the man -- wounded the manual. he is now in -- the man. he is now in the hospital in intensive care. 7-year-old bela has down syndrome and autism. she needs round the clock supervision. >> she really has no fear of going anywhere. she doesn't like being in one place for far too long so she will just wander and take off. >> her parents worst fears were realized one morning two months ago as the family was getting ready for the day. >> she learned how to open a deadbolt lock, open the screen door lock, close the doors behind her. >> minutes later she was found at a church at the end of the family's street in laverne safe and unharmed. >> i'm in constant fear of losing my daughter. >> reporter: which is why darlene was one of the first people to sign up for the laverne police department's in project life saver program. people at risk for wandering like those with autism and alzheimer's are being outfitted with a wrist band with a transmit other it. >> it transmits its own sig that will. >> reporter: five officers have been trained to use the tracking device once they've been notified after missing person they start the search with the device on their patrol car. >> it will start beeping in the direction she is. >> reporter: and then search on foot once the signal is located. >> it reduces our manpower from searching with a ten-man, 20- man team calling in mutual aid and helicopters to a two-man team. >> reporter: it typically helps police departments locate the missing in under 30 minutes. >> i wish it was available for all of us. i wish that it would be something that every child had access to with types of problems. >> the police department says they won't turn anyone away who wants to be a part of that program but they do need the public's help. they're asking for donations so they can expand and hopefully save more lives. this evening frederick county leaders will discuss repeal willing a controversial -- repealing a controversial county ordinance. in 2012 an all republican board approved a bill that business be conducted in english only. now they say the ordinance sends a message of intolerance. the question of the day, is yelling at someone else's kid acceptable behavior? hear the diner's owner yelled at their kid for crying inside the restaurant. >> there's more to the story this morning. we're hearing from other diners on the situation. it seems people can't come to a consensus of who was wrong in this case. amanda hill has more. >> reporter: it started with a review. tara carson on a family vacation from new york took to marcy's diner's facebook page to complain about her experience. she writes, this lunatic of an owner behaved in the most unbelievable manner by screaming in the face of my child and kicking her out of the restaurant. carson continues in her review. i'm sharing in hopes all parents stand up to awful businesses like this and avoid this establishment at all costs. it's the response to that review from the diner owner herself that now has so many talking. darla neugebauer writes, after your fourth attempt to shut her up, i asked you to pack up either your rotten child or take the so important pancakes to go but no, you just sit there and let your [ blank ] screaming kid go. her post ends with, yes, i am [ blank ] crazy and you're lucky i didn't get really [ blank ] nuts because being physical is not something i cower from. >> there needs to be a little more better parenting out there i believe. i don't have children because i know i would be a horrible parent. maybe others should take that. >> reporter: angry messages from around the country have poured in, people shocked that a business owner would act this way. >> you would hope that people could be adults and maybe cooler heads would prevail. there's probably a better way to handle the situation than actually screaming at the kid. >> reporter: but others have come to neugebauer's defense. >> there were some -- they're worst -- [indiscernible] screaming children have no place in restaurants. >> reporter: many supported niewg bear's choice to -- neugebauer's choose to kick them out of the establishment. >> if you see a child out of control, it's a the orange line are resolved. the bad news is we now have new issues on the blue and silver line with residual delays to franconia and wheelie reston as a result of an -- wiehle-reston as a result of an earlier incident. add 5 to 10 minutes to your time and you should be able to get to your destination on time. a water main has closed north capitol with chilium and sheridan street. that section fairly small still closed but you want to make sure that you're using some caution. you can see emergency crews there are on the scene. this is a live shot from our photo journalist kevin king, by the going on. you want to be mindful because things are starting to rock and roll on the beltway. we'll send it over to you. >> reporter: it's been about six months since the deadly smoke-filled metro incident here at l'enfant plaza station, but what safety changes have been made since then if any? it's one of the big questions we hope to have answered today in a hearing on capitol hill. that hearing will focus on safety, especially after that incident, but it will also focus on the financial situation on metro. specifically the safety incident. let's talk about that. when dozens of people were hurt back in january, one woman died. in previous hearings we heard from engineer abouts what went wrong that day when smoke filled the train. the operator says he had to wait to clear that tunnel. that operator james curly expressed his frustrations with metro. he said people on board were coughing and vomiting. he had to wait about half an hour till they could be rescued. again today a subcommittee will also be focusing on the financial situation of metro and a number of other people are expected to testify in addition to the train operator james curly, we'll also hear from the interim g.m. of metro. that hearing will be today at 5:00. we'll be there and bring you updates later this evening on wusa9. live at l'enfant plaza metro station, i'm nikki burdine, wusa9. it should be smooth sailing this morning for marc train riders on the brunswick line. this one day after a crash around forest glen. a dump truck and the marc train collided during yesterday evening's rush hour. the special csx maintenance truck was on the tracks when the commuter train hit it. two people were hurt but both should be okay. stranded passengers waited hours for any relief. authorities in montgomery county are also investigating a fire and problem explosion at the national institutes of standards and technology. county police say a federal law enforcement officer assigned to its security detail at the facility was injured sunday night. police also say they recovered possible controlled dangerous substances at the scene that could be used for drug making. those substances have been sent off for further testing. a silver spring man is facing charges for sexually assaulting a woman while he impersonated a police officer. the alleged victim told police she and nicklaus morales morcedo hit online. she said he arrived, showed her a badge and then claimed he was a cop. then he allegedly handcuffed the woman and assaulted her. they used d.n.a. evidence to make the arose. police radio calls from april's riot in baltimore show a police force struggling to regain involve the city. it's also clear officers had trouble protecting themselves and they were frustrated over not having the resources and direction they needed. police were nearly stretched to their breaking point and could not respond to emergency calls in other parts of the city. the fop says orders from the top were that officers shouldn't look intimidating so she wouldn't escalate the swaying. more than 150 officers were hurt during the riot and the police union says in some cases officers had to buy their own safety gear. the situation got that an armored unit was sent to pennsylvania and north to rescue officers that were trapped. >> we have an officer down at the location, pennsylvania and north. let's go. i don't want her to take care of the beer. they said no, absolutely, we'll take care of the beer. >> reporter: the woman left this note to say thank you and signed grateful soldier. >> i started cleaning up all the lunch stuff and i had the beer in my hand and i was like, i'm not dumping this out. what do i do? i can't dump this. >> reporter: brian put the beer next to an american flag that sits on a refrinl rater in the bar -- refrigerator in the bar. he took a picture of the beer and the note and posted on facebook. now a week later it has more than 120,000 likes and 50,000 shares and it's more than a social media sensation. cards, phone calls are coming in from across the country. >> first phone call i answered was a truck driver. he's like, is this brian?
