>> it's an embarrass. we still hear about santa claus and snowballs. we don't neither this. >> snowballs and punch ago horse with cop on it. that's just dumb. >> deal witness people who are the bad eggs and, you know, highlight everyone else and have a good time. >> reporter: the horse and the officer are okay. were not injured. hendricks was released on $5,000 bail. he has a hearing at the end of the month and attempt to reach him tonight was unsuccessful. court records do not indicate he has an attorney at this point. he might need one. >> lucy. >> glad officer and horse are fine. >> today has been about dr. martin luther king, jr. but the statue of another man who gets a monday holiday in this country that's in the spotlight tonight. a police spotlight. camden authorities are trying to find who vandalized the statue but some say what happened under scores why that statue should come down. fox 29's dave kinchen live at the camden county police headquarters. dave? >> reporter: lucy, we're certainly living in time where statuestatues of controversial s have come under great scrutiny and in this case simple act of vandalism will eventually lead to some kind of criminal charges but also demanding action. the statute of christopher columbus defaced in camden from paint splattered on the historic figure to the statement jenn tri think fie indication equals genocide imprinted all over. the rest involves vulgarities we can say or show on t. televisi television. >> my meadery act was shocked by the, washington the vandals did. >> reporter: reverend levy combs the third has a church nearby farnham park where the statue is and says the vandalism under scores the need to take this the statue down. >> for us as african-americans, native americans what christopher columbus did to the tiano people and murdering them, raping womenning and all of that it's just -- this even worse, this statue being here is worse than confederate statues being erected in the south. >> reporter: camden city councilman brian coleman says concerned residents have already called him. >> it's just a senseless act of a few that doesn't represent not only this community but the city as a whole much that's not something that we want to see happen. >> reporter: reverend says despite the criminal mischief, he hopes any efforts to remove the statue will be civil. >> i don't condone vandalism. i do think there are other alternative ways and measures for us to have statues like this removed from cities such as camden that represents the majority of minorities. >> reporter: we do have calls into investigators about this matter. we hope to learn more about their side of it. their investigation after the holiday. back to you. >> all right, thank you very much, dave. still ahead, jammo on the delaware river. a lot of ice clogging everything and dolling out headaches a couple arrested one of their children called 911 and said our parents are holdin holding us in shackles and there >> icy conditions have authorities closing route 29. jeff cole has the ice jammo from moorestown. >> we're on river road in morr morrisville pennsylvania. across the river in trenton the ice in the delaware has pushed the water up there causing still more headaches. >> delaware river looks more like a glacier tonight as it flows past new jersey's capital city. 75-year-old author hill has come to trenton's calhoun street bridge to marvel at winter's handy work. >> i just want to capture the ice as opposed to what i caught this summer were sun sets and send it to my daughter down off the gulf of mexico. >> reporter: but what scenic to some is a problem to others. new jersey's dot workers were fighting early monday afternoon to open the drains along a closed section of route 29 feeding the capital complex. the icy overflow from the delaware moved in at 4:00 this morning they say. >> there's a big clog of ice and snow here. >> all the bridges. the ice at the bridges that back up. >> reporter: across the delaware in morrisville, pennsylvania, river road is perfectly named. the delaware river has taken hold in places closing the road& drawing the curious and concerned like ed fail land. >> i think there's going to be some flooding and it probably going to get considerably worse as the day goes on. and i think this entire area here it's almost -- it's above the road and it's going to get pretty bad pretty quick. >> reporter: no homes appeared threatens as of yet. in bensalem neshaminy park there's open water on the delaware. the white of the ice flows can be spotted on the new jersey side of the river where concern seems to be rising about the days ahead it. >> looks like it's going to get much much worse. >> reporter: ever seen this kind of ice backed up here before? >> no. never. >> reporter: tomorrow new jersey's new governor democrat phil murphy will be inaugurated. the big question will one of the roads leading into the capital complex actually be free of icy water from the delaware river? in morrisville, pennsylvania, i'm jeff cole, fox 29 news. thank you jeff. it has been nearly four months since hurricane maria left trail of devastation on the island of puerto rico. and the need remains great for supplies. then there's that power problem. many towns are still in the da dark. a local couple with ties to puerto rico have just returned from a month long trip where they helped however they could. fox 29's shawnette wilson has been talking with them about the challenging live at the philadelphia international airport. shawnette. >> reporter: lucy they have non-profit called mother's mission they do a lot of things including feeding the homeless here in philadelphia. so they took that exact same spirit to puerto rico and what they did was heartfelt. >> everybody will tell you the same thing. the same thing. it was a monster. the noise. it was hours and hours. >> reporter: jesse cruz and her husband david just returned from a month long trip to puerto rico. on a mission trip after hurricane maria devastated the island. >> when we went there the first time, we went there with food. the second time we wept there with money. >> reporter: they both live in philadelphia but jesse was born there and david has family in pr. they went to assess the need and help. >> the children were sleeping in wet mattresses. and so they didn't have no tarps. >> reporter: they took money format tresses a ranged for tarps to be donated and other necessities. >> they needed either food or some were sick they needed ensure. a lot of them needed diapers. >> reporter: they say almost four months later, many towns still don't have electricity. >> some of the places they don't have any water. i mean it's just -- you know, we saw people actually on the highway where the water was coming through, what you call that --ing. >> spring water came from the mountains. >> they were actually getting water from there. >> reporter: cell phone video they recorded shows an elderly man trapped inside his home. they took him clothes and helped get him into a shelter. jesse gets emotional about another couple they found. >> she said i was just asking and praying that someone would come and help me bathe my husband. because he was in bed. >> they reached out to people on facebook for donations. companies from different states helped get them supplies to distribute. with all the accomplish they left vowing to come back with a mott foe tore their mission. >> instead of preaching the word, upping, just go there. get it done. >> reporter: so jesse and david have actually used their savings for a lot of this mission but they're also relying a lot on donations. so they set gofundme page if you'd like to donate or help them out go to fox29.com to find out how you can donate. also, lucy, there are a bunch of pictures and other videos so much they did there. too much for this story, so if you check out that link on fox29.com you'll be able to see what they're using that money to do. good people. >> making a difference in all the right ways. thank you shawnette. to a developing story out of california where these two david and louis turpin facing charges over keeping their 13 children captive in their riverside county homes southeast of the los angeles. police say the two had shackled some of the children to beds and that they're so malnourished they didn't realize seven of them are actually older than 18. >> it's very upsetting. we just hear they've been chained to beds. i mean, we don't know if they were abused. >> most of the time it's just the parents and like they would only have one kid out, and so the entire time we thought it was a daycare center. >> 17-year-old girl finally managed to escape the home and call 911 before leading police back to her brothers and siste sisters. orange county california friends and family of blaze bernstein attend add private funeral for the slain university of pennsylvania student. scores of people gathered at the university synagogue to lay the 19-year-old pre med student to rest. bernstein's parents released a statement asking those touched by blaze to please keep him in their memories. ♪ still ahead, every second counts. jumping for their lives ahead chilly waters behind them. terrifying flames with no esca escape. then this story. a huge fight in pizza joint nearly two dozen people involved. and it all started with a missing phone? ,000 in america last year. we need to stand up and say enough. the only way this problem is going to be solved is if we raise our voices. choose help over helplessness, hope over hopelessness. make sure that the lives we've lost will not have been lost in vain. addiction is a disease. when you ask for help, help is there for you. on this martin luther king, jr. day many americans put the words and messages of dr. king into action. thousands of volunteers came out in philadelphia to mark the 50th anniversary of his poor people's campaign to put the spotlight on the principals of civil, human and equal rights. our joyce evans was there. i feel excited. >> reporter: quincy free man of americorps started the day volunteering along with thousands of others at greater philadelphia martin luther king day of service. >> i'm here to help people out. it's what i do. >> reporter: then ran into people there to help him out. >> some people they stay home but there's opportunities out here that people don't really go after. >> we're talking about the restaurant industry. we're talking about the technical field. we're talking about almost every area that you can think of in the philadelphia area. >> reporter: the helping hands of volunteer stretched all around and well i don't know the philadelphia area. >> it's great. you're helping people around the world that, you know, that need food. >> makes you feel good. >> yes. it does. >> reporter: leading with the sense of accomplishment when some young volunteers came feeling what can they real dollar to help? >> we're doing our best we can and this is -- this is part of it. um, you got to -- you got to start working in the smallest way possible. >> reporter: getting involved to help improve human conditions, service and sacrifice. some of dr. king's teachings firefighter john wants his little cameron to learn earl early and practice often. in every day. every day. he stood for something. i want to know his family to know his goals and dreams are not lost that's important as community. that's important for my daughter so she can live that. >> i learned that you have to work hard for what you believe in and everything is a job but in the end it's all worth it. >> it's better to do it when you're younger they get a good feel what it's all about specialsly being home on a day off it's a day on to learn. >> reporter: the importance of civic and social action waddell at a sigma theta sorority was teaching. >> today's climate really demands that we all be involved in the voter process. >> reporter: continue the progress that we're making and we will protect the progress that we have made thus far. the recurring message all day long was, try not to make it just one day of service out of the year. instead people were encouraged to make service a part of their lives. if not every day, do it whenever you can. joyce evans, fox 29 news. someone pushed the wrong button and a whole state flew into a panic. that is one big oops. and now what? sorted through donations for local needy children. then took a minute to share their post season excitement with us. >> it was amazing. um, to pull that win out and city's reaction from everyone and the response from the city has been crazy. so looking forward to having another great week. >> i played a lot of places. the linc on saturday was unbelievable. probably the best atmosphere i played in home this afternoon. police say the trucker lost control after a crash involving two other cars on lincoln road. paramedic transported to the driver to a hospital. he's going to be fine. no one in the home is injured thank goodness. investigators are still looking into what was behind the crash. developing right now, this weekend scare in hawaii the state on edge after residents and tourists alike received emergency alerts that a missile was headed their way. whole thing of course as you now know was a false alarm. iain page is in the operation it's center much we're learning new details about how this whole thing unfolded. >> the employee responsible for that doom's day alert on saturday has another job. officials there are also changing the protocol for when an incoming missile alert issue -- can be issued. >> all personnel shelter immediately. >> reporter: after a terrifying weekend in hawaii, president trump seeming to accept the profuse apologies from state leaders. >> i love that they took responsibility. they took total responsibility. but we'll get involved. >> reporter: mistake emergency management employee pressed the wrong button. it led to panic, sweeping across hawaii for nearly 40 minutes on saturday. the text alert falsely claiming a a ballistic missile threat was issue. the employee responsible has been reassign but many are now questioning why the state would send out an alert about a missile launch that would be detected by multiple military agencies including pacific command based at pearl harbor. >> there are different types of disasters unfortunately. but one like this should be clearly tied to the military. and the military should have the actual trigger if you want to indicate the button or the ability to notify the residents of the state. >> reporter: fox news has confirmed the emergency management agency which generated the botched text has been receiving threats from aggravated residents state officials continue topologies. >> i'm sorry for that pain and confusion that anyone might have experienced. i'm too very angry and disappointed that this happened. >> this is my team. we made a mistake. process this and study so it doesn't happen again. >> reporter: officials say it would only take 30 minutes for missile launch from north korea to reach hawaii. lucy? >> all right, thank you very much, iain. out of florida video that shows the moment about 50 passengers and crew jumped off a burning casino boat and into the gulf of mexico. it happened yesterday near port ritchie. the fire did kill one woman. we don't know if she was a passenger or a crew member. the company that owns the boat says it has never had any issues with it before. investigators are looking into what went wrong. trending right now, cvs makes major change in its make up advertising department. here's the deal. the health brands of the compan says it's banning photo manipulation in its make up marketing and promotional displays. the nation's largest drugstore chain also requiring that other make up and beauty brands sold in the store commit to a photo manipulation ban by 2020 or an alert is going on those labels. basically i guess it's supposed to be bye-bye photo shop. cvs says the decision is an acknowledgment unrealistic body images are a significant driver of health issues. massive brawl inside a pose is a joint. out. people had minor injuries. police arrested no one. turns out that missing phone, well, it was in lost and up to the whole time. tonight, we are very pleased to introduce to you some unsung heroes. the men and women the u.s. coast guard their job keep the hudson river clear to ensure ship traffic and keep on moving through the dangerous rice. fox's rick leventhal reports from on board the cutter. >> reporter: on a frigid january afternoon, roughly 65 miles north of new york city, the hudson river is frozen over. u.s. coast guard cutter carving a path path through the thick block. coast guard says 99 pennsylvania of heating oil used in the northeast is transported by barge here on this river. >> every night the ice refreezes on the hudson. and the barges can't get through that ice. so every day the coast guard has to go out and groom these tracks and ensure that the commerce flow up the hudson river doesn't stop. >> reporter: fox news drone caught the bay and crew in act last week in king stop new york carving through six to 8-inches of frozen surf but they're capable of much more. the coast guard 140 ice breaking tugs are equipped with machines powered by huge engines the bubble hers force air up under the hardened surface to reduce frick on the ship's hull allowing the big tubs to ram through solid ice more than 27-inches thick. far more effective than the inches before all is said and done for philadelphia. several inches once you get far north and west. but take look at the wint weather advisories in purple. all the way from vermont down into sections of south texas. so millions impacted by the system. we'll zoom in little closer. you can see western chester county, upper montgomery, bucks county winter wet advisories toward the lehigh valley and the poconos. kicking in early on tuesday through wednesday. that's how long we're talking about dealing with this system. so during the day tomorrow, most of the snow will be confine to the pocono mountains and the lehigh valley because the system is moving so slowly as we move toward tuesday evening, through about the middle of the day on wednesday, light snow impacting the philadelphia area. so how much, one to 2-inches for the city. three to 5-inches for the lehigh valley. sections of the poconos could be talking about half a foot of snow with this system. so look at the timing. this is 6:00 o'clock tomorrow and you can see most of that snow it's still far north and west. so once again during the day tomorrow it's just cloudy and chilly. that snow really doesn't move in until overnight tomorrow night and then wednesday morning. so i think the highest impact will be on that wednesday morning commute. we're still looking at leftover snow into wednesday afternoon before this system really gets out of here. so on average we're talking one to perhaps two and a half, 3-inches for philadelphia but once again, north and west anywhere from three to 5-inches. maybe even closing in on 6-inches for the poconos. so the i-95 corridor we're& talking a couple of inches and then once again several inches far north and west. it's cold enough for snow. upper 20s, lower and mid 30s right now across the area for tonight those temperatures are cold but not as cold as we could be because we have the clouds moving in out ahead of that system. we'll go hour by hour for tomorrow. cold and cloudy. some flurries far north and west during afternoon. some light snow trying to move into those far north and west suburb. but i really think it takes until tomorrow evening to see the heaviest and teddy yesterday out of that system into wednesday early. 37 degrees thursday. 41 on friday. then milder conditions upper 40s to low 50s as we head toward next week. so let's preview
