icy start to the new year. brutal, bone-chilling weather and it's not over. now, we're talking about more snow. the worst is yet to come. >> now fox 29 news at 10:00. bone-chilling cold isn't the only thing we're talking about right now. snow in the pocono mountains and we can see more of that this week. >> you won't find any of that, though, on the streets of old city right now. but you will find a bitter wind blasting our area. if you're hoping for some relief, you better hold on it will be a little while. thank you for joining us i'm lucy noland. >> i'm iain page. it's a frozen start to 2018. kathy orr is talking about a chance for snow this week. kathy, this could be some real accumulation. >> it could, iain. we're talking about nor'easter. this could be a big storm. the cold is already in place in old city philadelphia. the temperatures are frigid. it's 16 pottstown only 12. in the pocono it is 5 degrees and wind chills even lower. 14 below in the poconos. in philadelphia two. how about one below in millville and in reading two below. we're looking ahead to big changes coming our way. it is going to get colder. but we're talking about snow. now, this area of low pressure is going to form just to the north of the bahamas. that's pretty unusual. it's going have the whole coast to collect moisture we call this a miller a type storm. and that is going to bring a chance of snow for a part of the region. so first we'll talk about that bone-chilling cold the bitter wind chills and trackly the nor'easter i'll show you what to expect with that storm and the timing coming up in just a few minutes. >> miller a type of storm. >> can we go miller light on that -- [ laughter ] >> not quite have so much snow. >> unfortunately that's not an option. maybe during the storm, lucy. >> with these bitter cold temperatures are behind big problems across our area. south jersey a burst pipe forc d the partial evacuation a senior living fender is the middle of this from jed blast. brad sattin fifty five in voorhees with more. brad n could not have been easy process. >> reporter: no. the timing is horrible. the cold weather to blame. things are finally getting back to normal. we're here at the brook dale voorhees senior living center as you mentioned. the good news is the residents are finally getting back in to their properties right now. and everybody is okay. take you to some pictures from earlier tonight. we can tell that you the cold weather appears to be the blame here for a pipe and a sprinkler system that had crack in the ceiling and that apparently flooded to some extent a lower level and that forced residents to evacuate that area. now the concern was that the initial call came in as a ceiling collapse injuring a firefighter. we have since learned it sounded much worse than it actually was. so that's good news. some part of a sheetrock did come down. a firefighter was only very lightly injured doing fine. did not need medical attention. residents were just moved to another part of this facility. some pipe burst. pipes go up in the attic. obviously very cold out. we're in arctic blast. pipes contracted. water floods down. >> the fire protection system. so any time that a building has a fire protection system that goes down we look to get people out of the affected area. for their own safety. now contractors were called in to fix this pipe obviously they are still here as you see behind me. cold weather a common problem obviously with these pipes. these contractors are busy obviously this time of year. again to, reiterate, everybody here tonight, iain and lucy, is just fine. >> all right. that's the good part. thank you much, brad. vest gathers in abington township tonight are looking into what started a house fire. broke out in a home on 2200 block of pleasant of a just past 4:00 this afternoon. firefighters got it control fairly quickly non one is hurt. we are tracking a developing story out of companies aric cosa rica. six of those victims have local ties out chris o'connell joins us live outside the university of pennsylvania tonight. chris? >> reporter: well, iain to, night the university of pennsylvania mourning the loss of one of their own, a young bright scholar, a freshman here is among the two families with no apparent connections now bonded by tragedy. both with ties to the philadelphia area. inside the burning wreckage of the single engine charter plane to went down outside san jose companies at a ricoh 12 dead including two american families with philadelphia area ties. killed the stern berg family of scars dale, new york. bruce and irene along with their sons, 13-year-old matthew, 20-year-old zac and 18-year-old william a freshman at the university of pennsylvania. the student... >> reporter: right now, iain and lucy, the investigation plane crash continues but they do think that high winds possibly mc mechanical problems may have been the cause. >> all right. thank very much, chris. happening right now in northeast philadelphia, neighbors are dealing with major utility issues in these bone-chilling temperatures. water main break and power outages have many fighting just to stay warm. fox 29's joyce evans has more from one of the hardest hit neighborhoods. >> it was horrendous. horrendous. >> reporter: and it still is. >> a lot of work to be done. >> reporter: the destruction& we saw in eddie flores' basement may take months to repair. >> they're trying to put in boiler. trying put in a hot water heater. >> reporter: all he could do was sit by a small fire in temperatures not much warmer than outside. while crews worked all day trying to make his home liveable again. after water main broke on new year's eve and cell phone video here captured the river of water and mud gushing into his home of 25 years on the 900 block of strahle street. >> unbelievable. >> there's no other words. >> reporter: burst right through windows and doors. >> it was like niagara falls out of the two win domes everything was floating. i had four and a half feet of water downstairs. >> reporter: not how he planned to start his new year. >> we had -- we had planned party up here want not. we had to call up the people and let them know not to come because we don anything in there. >> reporter: philadelphia water department officials say the city will likely foot most if not all of the bill. saying their inspection of a leak the day before the break did not warrant the shut off of hundreds of homes. while they scrambled to address a number of water emergencies in these frigid temperatures. eddie flores says, he had suffered through another water main break just two years ago. >> just hit me again. >> reporter: you've had enough. >> i had enough. >> reporter: joyce evans, fox 29 news. police warned not to do it and so tonight those philadelphians who fired off guns into the air during new year's eve reveling and got caught now face charges. police made arrest in west philadelphia and another in south philadelphia. they also arrest add couple of others for weapons violations overall, though, police saw big reduction in partiers firing off guns from previous years. with a number of homicides in philadelphia, up 14% in 2017, police are trying to stop the shootings with a new gun task force. new gun task force which starts this year will focus on criminals who use guns and illegal gun sales hoping to keep the most dangerous gun offenders off the streets. our dave schratwieser has more and joins us live at philadelphia police headquarters tonight. dave? >> reporter: iain, the mayor and the police commissioner have been trying to come up with something to deal with the gun violence in philadelphia over 1200 shootings last year. they've now decided to attack the problem head on with that new gun task force aimed at the most violent offenders and illegal gun sales. >> with over 300 murders in 1200 shootings last year there's no question gun violence is a problem that needs to be addressed. now philadelphia police are hoping a new gun violence task force could be part of the solution. >> we got to get these guys that have guns are inclined to use them off the street. >> reporter: police are already using intelligence information to identify suspec suspects, gang members and violent criminals. district attorney and the courts are expected to join an initiative that will target illegal guns and the criminals who use them. >> this gun task force will allow us to be laser like in our focus and targeting the most prolific offenders. >> reporter: the new task force will have detectives in each of the diss divisions across the city. they'll focus on gun arrests and the sale of illegal guns. it could be handled by gun court focused specifically on gun offenders. >> when you arrest someone for a gun, when someone is shot or commits a shooting, right away, information starting to be collected in disseminated so we know where then on the operation side to put the boots on the ground. >> reporter: those boots on the ground will include 370 new police officers by september of this year. many of them will be deployed on bikes the department's most effective anti crime tool on the streets. because the bike cops can get behind those, um, you know, those alleys and driveways and things like that and get to places that the officer on a vehicle can't get to. >> reporter: now police are also hoping that gun task force will help detectives solve some more murder cases. last year, under 45% weekend. the crew had to break the window of the car to get the guy out. police say he's got a medical condition that's why he drove off the side of the road. the biting cold couldn't keep the mummers off broad street on this new year's day. ♪ ♪ ♪ >> always so fun. philly's long running party known as the mummers parade strutted along south broad street. this week we heard quite a bit of talk whether it would be just too cold for the annual parade of music and dancing and satire. but after a vote the parade was on and the city turned out with some of the mummers dismissing the cold. >> one time of year to go out and have fun. cold, rain, snow, we do it. two street strop% we fire up, we bring the crowd. >> we're enjoying ourselves. we can't ask for nothing better. it's a great new year's. we're just out here having fun trying to stay warm. >> there you go. all in good fun. parade goers made signs mocking city politicians like mayor kenney and his soda tax. others poke fun at chris christie and that beach going miss step. some people don't want to go outside let a lone jump in freezing cold water but a crowd in atlantic city they're going all in. our hank flynn went to who crashed in a home in levittown had owe d podded at the time of the accident. authorities saw he was unconscious when he drove off of a gun road hit a tree stump and got airborne and crashed into house's sliding glass door. the man inside the home was near that door when one of them hit him in the head. during all the chaos the homeowner's dog got loose and was hit and killed by another car. >> so bad. philadelphia will have new top prosecutor tomorrow. larry krasner. krasner's long time civil rights attorney. he'll become the city's new district attorney. ceremony at the kimmel center in the morning will swear in krasner. 2026 new members of the judiciary and new city controller. krasner won the race against republican beth grossman in november. 75% of the vote. here's look at allentown now in lehigh county a lot of people heading back to work tomorrow after that holiday weekend. meteorologist kathy orr is talking about stinging temperatures in the morning. your forecast in penn's landing last night very busy witness firework celebration. to night, no walkers out there. a few bus riders just too cold. the temperature 16. wind chill is two. winds out of the west at 13 miles an hour. those wind chills going down below zero again tomorrow morning. it's five close degrees in the poconos. 16 in philadelphia. 15 in wilmington and ten in millville. it feels even colder. how about two below in reading and lancaster. 14 drove blow in the poconos and in millville 1 degree below zero. those are the feel like readin readings. if you look at country as a whole we're talking about frigid temperatures and tonight, you can peek outside your window you don't have to go outside to see our brightest super moon of the entire year. the moon is imper reggie we have a glimpse tonight. tomorrow won't be so bad as well and then another super moon on january 31st. that's also known as a blue man the second full moon in one month. then we have a lunar eclipse that's january 31st but unfortunately east coat won't be a able to see that. when we look at the cold, we're talking about this magenta this purple color coming down to the deep south. that's through tomorrow and wednesday and thursday and friday and saturday. maybe by sunday some of this will begin to retreat back to the north. but between now and then, temperatures are staying below freezing just like they have been the past week or so. so overnight tonight, 12 in philadelphia. three in the poconos. 11 in dover. nine in reading but wind chills running between zero and about five below zero. during the day tomorrow, the temperature 21. but wind chills will be in the teens and single numbers. in the morning it will feel like it's below zero. west winds about ten to 15 miles an hour going to keep it really frigid during the day and into the evening. then all eyes on this. an area of low pressure developing just to the north of the bahamas. intensifying and moving up the east coast. wednesday into thursday. bringing snow the heaviest snow right now looks like it will be close to the jersey shore and the lesser accumulation as you move inn land. so right now this is a way it looks. wednesday night into thursday, that's when we we'll be seeing the snow heaviest down the shore the least as you head towards the pennsylvania suburbs and lehigh valley snow will be ending thursday night. still little bit too early to nail down accumulations. but we'll be doing that tomorrow for sure as we get more information on the track of the storm. on your seven day forecast from the weather authority, for your wednesday, 31. thursday 28. with some snow. friday bitterly cold. i can't even tell you how cold friday could be. wind chills could be ten to 20 below on friday. unbelievable. saturday morning wind chills minus ten. minus five for your sunday and then finally we get above freezing by monday with a temperature of 36. is that better kristen. >> only positive the eagles aren't playing this weekend. two weeks. fingers crossed the weather will get better. thanks. eagles will have their hands full in two weeks they'll take on the fan cons, pal panthers or saints. how the bids are responding to their regular season finale loss to dallas and the reason why nick foal says the eagles are still going to get it done. that's next. if the eagles game against dallas was supposed to set the tone how they'll go into the playoffs it wasn't that inspiring but the eagles still say their goal of winning super bowl is within reach. nick foles only played one quarter [ applause ] >> in july, iraq's prime minister announced the liberation of mosul iraq's second biggest city after more than three years under isis rule. three months later, us backed forces in syria said they had recaptured raqqa the islamic state self proclaimed capital. >> charlottesville, virginia, became the scene of deadly demonstrations. a man plowed his car into a crowd of people demonstrating against a white nationalist rally and killed a woman. days later, across the nation, people turned out to see the first coast to coast total eclipse of the sun in nearly a century. >> everyone just joined together and we experienced everything together and that's a -- you um, nothing can beat that. >> reporter: americans continued to recover from three devastating hurricanes. which hit during the end of the summer. first, harvey slammed into the u.s. as category four storm causing catastrophic damage to houston and the texas coast. >> we are just beginning the process of responding to the storm. >> reporter: next, irma one of the stronger atlantic hurricanes on record. it slammed florida and the caribbean with devastating rain. and finally, hurricane maria carving a path of destruction through puerto rico killing dozens of people and wiping out power to the entire island. >> come on out. >> on october the first, oj simpson walked free after spending nine years behind bars following a botch robbery in las vegas and hours later in las vegas, the deadliest mass shooting in american history. 58 people killed and more than 500 wounded when a gunman fired into a crowded country music festival on the las vegas strip. still no word on his motive. just a month later, another deadly mass shooting. 25 people died inn clueing a pregnant woman during a sunday church service in souter land springs texas it's the deadliest shoot nag place of worship in american history. >> no attack no act of violence will ever break our spirit or diminish the faith of the american people. >> reporter: in objection the legendary hollywood producer harvey weinstein lost his job and so much more after dozens of women accused him of harass many, assault and even rape. but the accusations helped create the me too movement. women and men came forward with stories about sexual misconduct. high profile contractor, musicians, journalists and politicians all call caught up in the scandal. democratic lawmakers john conyers and al franken announced their resignations then there's roy moore and the alabama senate race. women accused of harassing and assaulting them years ago when interpret teenagers. moore lost the special election to the doug jones. finally the house and senate passed separate tax bills calling for the largest overhaul of the american tax code in more than three decades. looking ahead to 2018 the mid term elections coming up. the whole country waiting to see if voters will reject or reward president trump. we're also keeping a close eye on tensions with north korea and the latest sexual misconduct accusations. of course, we'll be here for all of it. in new york, i'm shepard smith, fox news. we saw winds, rains, snow this year but no weather compares to the hurricanes that devastated the south and puerto rico. fox's janice dean looks back at the year in weather. everything caught on camera. that's the way the world works these days, right?
